Role: GIS INNOVATION, TRAINING & NATO CORE GIS

Location: Remote but with work on NATO sites as required

Expected to complete 48 sprints per year with an expectation to run through to 2028

MUST HAVE: Security clearance to SC / DV or NATO levels.

Scope of Role

Scope of this project is to provide services in the area of NATO Core GIS deployments as well as development and delivery of GIS training packages.
The Contractors will be part of a team under the supervision of the NCIA project manager (PM) and will provide services using an agile and iterative approach using multiple sprints. Each sprint is planned for a duration of 1 week.
The work shall be carried out in sprints whereby each sprint is independent. The content and scope of each sprint will be agreed with the project manager and technical staff during the sprint-planning meeting, in writing.

The Contractor will participate in the daily reporting and planning activities (daily stand-ups) as well as the required participation in workshops, events and conferences related to the supported services, as requested by the Project Manager.
This comprises but not limited to the following tasks
- Support to the GeoMetOc Innovation and Training Facility (GITF) at the NCIA Academy in Oeiras (PRT). This comprises the usage of ESRI GIS technology for the development and implementation of Geospatial, Meteorological and Oceanographic (GeoMetOc) concepts, products and processes in a NATO military context, including the development of workflows and mapping production methodologies.
- Development and delivery of customised GIS training packages in order to fulfil identified GeoMetOc training needs:
o GIS training packages will be developed using ESRI`s official resources, ensuring NATO`s access to the latest training materials, legal compliance and adherence to ESRI`s Intellectual Property Rights (IPRs) as well as training certification.
o Delivery of the GIS customised training packages to be performed either at the Contractor`s facility or at NCI Academy in Oeiras.
o The student number is limited to 14 persons.
- Support for the delivery of standard NATO Catalogue GIS training courses at the NCI Academy.
- Remote support in the area of NATO Core GIS/ESRI enterprise SW deployments and trouble shooting.
- The list of activities may expand as urgent operational requests emerge and qualification of the resources allows.
- Close coordination of all activities with the NCI Agency Project Manager (PM) as well as strict adherence to agreed timelines is mandatory

QUALIFICATIONS
The consultancy support for this work requires following qualifications:
• MSc degree at a nationally recognised/certified University in Geospatial Science, Geographic Information Systems (GIS), or other relevant scientific, engineering or geospatial related field supplemented by relevant GIS postgraduate qualifications.
• Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post
• Minimum 3 years of proven experience in the delivery of Certified ESRI training packages.
• Proven experience on the development of customised GIS training packages to fulfil GeoMetOc Military training needs.
• At the minimum the contractor must be qualified to provide relevant courses covering the following subjects:

- ArcGIS Enterprise: Administration Workflow
• Proved knowledge on Python Scripting for Map Automation/Geoprocessing workflows.
• Proved experience in the development, testing and implementation of “state-of-the-art”
GIS map production workflows.
• Advanced knowledge and experience in the usage of ESRI GIS technology for the development and implementation of Geospatial, Meteorological and Oceanographic (GeoMetOc) concepts, products and processes in a NATO military context.
• Solid understating of CoreGIS CONOPS and SOPs is critical to ensure that the activities to be developed are fully aligned with the NATO standards and Operational requirements.
• Proven experience in the area of NATO Core GIS/ESRI enterprise SW deployments and trouble shooting.
• Fluent business English.
