An exciting opportunity has arisen within the NCA Transformation Portfolio to join the team as a Portfolio Analyst. Successful candidates will benefit from gaining experience of programme governance at the portfolio level and develop knowledge and understanding of the how the Transformation Portfolio enables the Agency to deliver our mission to lead the fight against serious and organised crime.

Job description

The NCA Transformation Portfolio is the co-ordinated set of funded activities which deliver portfolio outcomes relating to corporate risk reduction, cost improvements and increased impact on the threat from SOC. The current Spending Review (SR) period has an investment requirement of £450m. The Portfolio is managed as a GMPP (Government Major Projects Portfolio) which means our work is scrutinised by the Infrastructure Projects Authority and underpinned by the Government Functional Standard for Project Delivery.


The Portfolio Office manages the Definition, Performance, Delivery, Reporting and Governance of the Transformation Portfolio of Programmes on behalf of the SRO (DG Capabilities). Through effective and efficient control frameworks, insightful reporting and planning activities our work enables the Agency to make  the most appropriate investment decisions and manage risk to transformation delivery.


The Portfolio Analysts will be responsible for the oversight of the NCA Transformation programmes. They will focus primarily on providing insight, information and support that strengthens the portfolio governance and enables prioritisation decisions and effective allocation of resources across the portfolio. Ultimately, analysts help ensure optimal delivery of the Portfolio’s objectives in line with strategic priorities through analysis of a range of information sources and engagement with programme stakeholders and converting this into informed insights using appropriate reporting and visualisation methods. 

Each Portfolio Analyst will take a lead role in at least one area and provide support to the other Portfolio Analysts to ensure business continuity across the team.

Main Responsibilities

  • Governance and reporting-  Working closely with a number of senior internal stakeholders you will provide insightful, reliable and consistent information to enable the business to make fact based decisions.
  • Portfolio pipeline- Work with a number of business areas including Strategy, Enterprise Design Authority, Innovation and Finance to identify, categorise and prioritise new work against the NCA strategic priorities. 
  • Business cases- Provide support to the programmes on business case and in-year investment case production and ensuring appropriate specialist input and timing of approval through governance framework, provide best practice, advice and guidance. 
  • Risks and Opportunity Management- Identify and monitor portfolio risks (threats and opportunities) and escalate as appropriate in line with the Enterprise Risk Management policy. 
  • Benefits Management- Help develop mechanisms for tracking, measuring and reporting on benefits and how benefits align to the Agency’s strategy and performance.
  • Planning, scheduling and resourcing- Work with the programmes to support delivery of the Business Case benefits and outcomes.  Support capability building and the use of best practice in planning and reporting. 
  • Processes and Tools: Engaging with programme stakeholders and colleagues, you will provide advice and guidance to support the correct application and adoption of PPM standards, processes, tools and techniques. 
  • People and leadership– Support the Portfolio Manager to communicate and build commitment to a shared vision and sense of purpose.
  • Stakeholder management – Manage and engage with a wide range of stakeholders. Draft and sign-off correspondence.
  • Contribution to the Profession – commit to personal development, provide support, guidance and coaching to the team, promoting effective individual and team performance.


A day in life of a Portfolio Analyst

A day in life of a Portfolio Analyst within the Agency is an exciting and dynamic one. As a Portfolio Analyst, you are responsible for managing, analysing and reporting on an NCA’s Transformation Portfolio of programmes and projects that are critical to our organisation’s success. The role involves analysing Portfolio and programme data; assessing and reporting new and existing risks and mitigations to the senior leadership team (SLT), analysing and reporting Portfolio performance to the SLT and stakeholders, analysing change requests to understand their impact on the Portfolio Business Case and making sure the SLT has the most up to date information to ensure informed decisions and successful outcomes.
One of the things I love most about my job is the variety it offers. My schedule is always packed with meetings and tasks, however, every day is different, which keeps things interesting. 
My day starts with a cup of tea and a quick review of my schedule and to-do list. I have several meetings scheduled throughout the day, including a status update with the Portfolio Team, a programme risk review with a senior manager and a stakeholder meeting to discuss how their team approaches the lessons learned – a new and exciting project I have been tasked with as a Portfolio Analyst. I also collaborate with other teams and departments, such as Performance, Assurance and Risk Team (PAR) to ensure the corporate risks are identified and escalated.
Throughout the day, I educate myself on the Portfolio best practice, as a Portfolio Analyst also contributes to the Centre Of Excellence, providing the most up-to-date guidance to the team and programmes. I am constantly learning new things and attending training sessions, which broaden my knowledge of Portfolio work. 
Recently, I also analysed and communicated the programme benefits to the SLT, as part of the end of year reporting, to ensure the SLT stays informed of what impact the programmes are making and cost savings they secure.
At the end of the day, I review my accomplishments and plan my schedule for the following day. I know that my work as a Portfolio Analyst contributes to finding new and improved ways of working and helping the Agency stay ahead of the most serious threats.
