In December, the Prime Minister announced plans for a Home Office Illegal Migration Bill
which will make it clear that, if someone enters the UK illegally, they should not be able to
remain. Instead, they will be detained and promptly removed to their home country, or to
a safe third country for any asylum claims to be considered. The legislation builds on the
Migration and Economic Partnership with Rwanda and the Nationality and Borders Act
2022.
Programme that will implement these changes is both high profile and high priority,
seeking to design a new strategic legislative and policy framework. This work is
complementary to the work on the Illegal Migration Strategy and in post- transition world
crosses several Home Office strategies.

The Role of a SEO Project Manager
  • The post holders will play a key role in providing senior project leadership within a??high-profile and fast-moving programme. The roles require the ability to scope??and delivery projects within a complex environment working collaboratively across??Home Office directorates.
  • The role will require excellent project management skills and an ability to adapt??and be flexible in a changing environment and areas of political sensitivity. You will??need to manage a number of high- profile stakeholders with conflicting priorities.??Procedures and methodologies will often need to be tailored or adapted to suit??unique situations. You will have effective leadership, interpersonal and??communication skills.
  • We are therefore looking for experienced project managers with a strong track??record in successful delivery. These are stretching roles that offers strong potential??for professional development.

Key Deliverables
  • Delivery ??? Create and lead the project (or group of projects) to deliver the agreed??outcomes within time, cost and quality constraints.
  • Project Management ??? Day to day management and leadership of the project and??the project team. Provide effective leadership and management controls. Set??project controls. Design the project structure and organisation appropriate tostage. Set appropriate delivery methodologies. Manage effective transition??between project phases.
  • Business Case ??? Develop and draft the Business Case and/or support development??of the programme business case, with input from specialists as necessary.
  • Budget ??? Develop the budget and track delivery within budget.
  • Resources ??? Identify skill requirements; and deploy and develop resources. Manage or direct a medium sized team.
  • Benefits Realisation ??? Deliver the agreed Business Case benefits and outcomes.??Ensure appropriate Benefits Realisation Strategy is in place, and monitor longer??term delivery of benefits against the Business Case.
  • Stakeholder Management ??? build consensus across a large and diverse range of??stakeholders, successfully managing engagement and communications to ensure??buy-in and ownership, bringing in senior level support when required.
  • Risks & Issues ??? ensure strategic and operational risks and issues are identified,??prioritised, assessed, and appropriate mitigating actions developed, implemented??and monitored throughout the life of the project. Ensure senior stakeholders and??specialists are engaged where appropriate.
  • Governance ??? Support effective governance and decision making. Provide??reporting and engage in mechanisms that hold you, as Project Manager, to??account for delivery.
  • Assurance ??? Engage with assurance reviews and support action on??recommendations. Organise assurance processes such as gateway reviews, as??required.
  • Change Management ??? Ensure effective Change Management processes are in??place to agree and document changes to deliverables as agreed with??stakeholders.
  • Guidance & Support ??? Provide support, guidance and coaching for the project??team. Show commitment to personal development. Promote effective individual??and team performance.
  • Project Performance & Controls ??? Cascade vision and translate into delivery??objectives for the team. Develop and maintain Project Plan. Identify and set??appropriate Project Controls. Manage performance and report progress to??sponsors.
  • Planning: Providing clarity on the project timeline to define what, when and how??activities will be organised to ensure the outcomes of a project can be achieved,??with the resources available.

Key Skills
  • Have significant experience in delivering either complex or high-risk projects within agreed time, cost and quality constraints.
  • Be experienced, credible & proactive in dealing with a broad and complex range of stakeholders, with the confidence to engage with senior officials and ministers.
  • Be used to operating with a high degree of autonomy.
  • Have practical experience in actively managing project risks.
  • Be an experienced people manager, able to build and develop a high performing, flexible and motivated project team.
  • Be comfortable networking throughout the business, challenging and influencing decision making when required.
