SPA has an immediate need for a Senior Project Manager - Cyber Vulnerability to provide contract support to the United Kingdom (UK) Ministry of Defence (MoD) managing the Vulnerability Research Project;  to reduce cyber risk of the MoD by identifying vulnerabilities before they are found and exploited.  This opportunity is mostly homeworking with some travel to London and Corsham.  Off payroll rules apply (Inside IR35).

ROLE:

  • Manage a team of eight people, including Deputy Project Manager across five workstreams (included in bullets in Overview section).
  • Provide strategic direction and guidance to the team, to enable the team to effectively deliver against the outputs and outcomes detailed in the projects Business Case.
  • Report Management Information into senior leadership and the PMO to manage the projects scheduling, change control, benefits, threats, risks, opportunities, and dependencies. The role will include managing the budget of the project and working with the Commercial team to issue tenders, assess bids and ensure all contractual documentation is delivered, ensuring full end to end project delivery. 
  • Build strong collaborative relationships with Vulnerability Research Project colleagues as well as their wider MOD colleagues and project stakeholders
  • The overall success and the delivery of the Vulnerability Research Project
  • Managing a team of eight people and overseeing the successful delivery of all five workstreams.
  • Ability to deliver complex cyber solutions into operational environments in Defence
  • Providing strategic vision and embedding best practice for the Vulnerability Research Project, and the wider Cyber Resilience Programme.
  • Ability to build teams in a decentralised environment, building morale, confidence, and ensuring alignment with project and programme objectives and strategy.
  • Reporting Management Information into senior leadership and the PMO that includes all workstreams.
  • Ability to manage budgets and provide forecasting.
  • Oversight of all commercial aspects of project delivery, from issuing tenders, to procurement, managing invoicing of third party suppliers, contract amendments and though to termination and close out activities. 
  • Inputting into Business Cases, defining project requirements, outputs, outcomes and benefits.
  • Delivering stakeholder mapping and analysis, and ensuring thorough and clear engagement across Defence, including to civilians, military personal, contractors, and third party suppliers.

ESSENTIAL REQUIREMENTS/SKILLS:

  • Proven track record of developing, implementing and managing projects, within large complex programmes/organisations, ideally in a Defence environment. An understanding of basic project management methodologies, tools and techniques including but not limited to: Budgeting, Scheduling, Documentation Development, Task Management, Project Control and Risk Management.
  • Strong stakeholder management skills including the ability to influence peers and senior leadership.
  • Ability to develop a strong network amongst MOD communication professionals
  • Strong planning and organisational skills including the ability to deliver to tight deadlines.
  • Ability to build and develop teams, working in decentralised environment.
  • Proactive stakeholder engagement.
  • Due to nature of work, must be sole UK national (no dual)
  • Must be in possession of an active UK Secret or above security clearance
  • Must be able to work within the UK unrestricted

DESIRABLE SKILLS:

  • Working knowledge of MOD and Government agencies
  • Experience of working within Cyber
  • Experience of dealing with the media and developing content for speakers
