The IT & Digital department is responsible for the force’s adoption and use of information and digital technology.

The department consists of three core functions as follows:

  • Architecture Management (responsible for identifying and selecting the right technologies for the force)
  • Delivery Management (responsible for delivering and implementing the right technologies for the force)
  • Service Management (responsible for managing and maintaining all live, operational technology for the force)

The Service Management function within IT & Digital is responsible for the effective operation, support and maintenance of existing, operational technology systems, including but not limited to all Force applications, technology infrastructure (e.g. servers, databases, networks) and end-user devices (e.g. desktop PC’s, smartphones, tablets, Airwave terminals). This function manages, and has responsibility for, the security, capability, availability, and performance of all operational technology in the ‘live’ environment whether it is delivered via internal resources or by external suppliers. This function is also responsible for ensuring existing technology remains fit-for-purpose and reflects continuously evolving requirements from the force.

The Senior Cloud Consumption and Licence Analyst role is focussed on leading on the analysis of the technical cloud and license consumption, ensuring that investments are maximised in these areas and leverage the most suitable/proportionate service for policing needs. Alongside the proactive management of the cloud and license portfolio, this role will build senior management level reports and presentations, based on technical analysis/understanding of cloud capabilities to provide viable options of alternative choice and technical recommendations. Leading on exploiting the marketplace to ensure that West Midlands Police always remain at the forefront of cloud services and that license usage remains efficient, proportionate and value driven. Reporting to the Head of Service Management.

Key Responsibilities

  • Accountability for designing, building and managing the Cloud Consumption and License Portfolio.
  • Specialist technical skills in aggregating and understanding the current cloud consumption landscape across WMP’s public cloud partners (AWS, Azure, UKCloud and Oracle).
  • Provide specialist technical skills and knowledge that facilitate technical analysis of different cloud architectures and patterns, to ensure West Midlands Police are using the most appropriate/proportionate cloud service(s). Including analysis of alternative providers, tiers and capabilities of services.
  • Provide technical recommendations to senior management and technical teams on “What If” type modelling for potential change in cloud/license service based on cost, benefit and technical complexity analysis.
  • Accountability for governance and management of License/Cloud budgets (£m) within the organisation. Therefore, ensuring all renewals and changes are suitably modelled, understood and proactively managed.
  • Stakeholder engagement working with user communities and key product owners to ascertain their current and future license requirements. Therefore, creating and managing roadmaps of all cloud/license usage.
  • Ensure that all spend on cloud and licensing is well leveraged and proportionate for policing.
  • Creating the financial models to showcase current and future predicted cloud and license spend
  • Lead on exploiting marketplace choice to ensure that our suppliers are regularly compared for competing services – thus ensuring that West Midlands Police always remain aligned to the best capability and value available.

Essential

  • Experience of detailed technical analysis in order to gather existing ‘as-is’ state of landscape across cloud service and license portfolios.
  • Experience of detailed technical analysis and formulation of alternative technical options relating to cloud services or license services.
  • Demonstrable experience working with supplier account teams to further desirable outcomes for all parties.
  • Comprehensive technical knowledge of hardware and software as they relate to licensing or cloud service requirements.
  • Demonstrable experience in reviewing and challenging technical designs and architecture in relation to Cloud services.

Desirable

  • An IT cloud related certification from one of the public cloud providers (AWS, Microsoft, Oracle or Google) at Associate level is desirable but not essential.
  • ITIL Foundation certificate or demonstrable skills that the ITIL principles are understood in the context of the role.

Vetting:

Successful applicants will be required to pass Management Vetting scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.

Medical:

Appointment to this role will be dependent upon successfully medical checks, which may include a drugs test and if required a fitness test.
