Migration and Borders is one of three Groups collectively known as ???Missions???, which have been set up to deliver end-to-end services and ensure we meet the People???s Priorities. The others are Homeland Security Group and Public Safety Group, both of which have also absorbed elements of what was Serious and Organised Crime (SOC).
The mission of the Migration and Borders Group is to guide the UK???s immigration, borders, asylum, and citizenship system, to ensure it is run in a coherent, end to end manner, providing great customer service and applying fair but firm controls, in line with ministerial objectives for the New Plan for Immigration.
To achieve its aims, the Migration and Borders Group works closely with Border Force, UK Visa and Immigration (UKVI), Her Majesty`s Passport Office (HMPO), Immigration Enforcement (IE), and other partner organisations and government departments.
The Migration and Borders Group consists of four directorates:
??? Borders, Visitors, and International Migration,
??? Migration and Citizenship,
??? Asylum, Protection and Enforcement and,
??? System Leadership and Strategy.

The Migration and Borders Transformation Hub sits within the System Leadership and Strategy directorate.
The Hub is currently expanding to deliver a full range of portfolio management practices to support the successful delivery of the Migration and Borders Transformation Portfolio. The multi-million-pound transformation portfolio encompasses several highest priority transformation programmes in the Home Office, each delivering against key manifesto commitments and incorporating substantial elements of technology change. Our portfolio work will support the delivery of a genuinely cross-system approach to services, capabilities, interventions, and the way that we work across the Mission.
The Migration & Borders System enables the legitimate movement of people and goods to support economic prosperity, whilst tackling illegal migration, removing those with no right to be in the UK and protecting the vulnerable. The Migration & Borders Group, where this role is based, oversees that system, to ensure delivery of agreed outcomes, encompassing policy, legislation, strategy, performance & risk, design, and transformation of the system.
This position within Migration and Borders Transformation Hub is an exciting opportunity for the right candidate to lead the development of our portfolio management approach within a high performing team, to support the delivery of significant transformation and leading-edge change across the Migration and Borders Mission.
The G6 Head of Definition, Governance, and Secretariat will report to the Deputy Director Migration and Borders Transformation Hub. As part of the Transformation Hub leadership team, the role holder will provide leadership across an expanding portfolio to strengthen oversight of our single source of data, the harmonisation of standards across the system, robust programme analysis and data intelligence, and support our work across business case investments, benefits, and system level resourcing.

Responsibilities include:
??? Be a visible leader, communicating and building commitment to a shared vision and sense of purpose. Support colleagues in the Transformation Hub team to take decisions independently and take the lead in their own areas of expertise.
??? Leadership knowledge as will manage a team of 7
??? Identify and implement improvements
??? Introduce and manage the definition (front door) process
??? Oversee the governance compliance of Programmes entering the portfolio
??? Pipeline management and hand over to Head Analysis and Insight
??? Build relations and work collaboratively across the Mission and wider department in the pursuit of the successful delivery of the programme, through optimising structures and processes, and responding smartly to changes in the environment to achieve the Mission's objectives.
??? Work with the central and sub-portfolio offices to ensure each level of the programme management structure will have a clear remit, have a defined scope, add value, and avoid duplication.
??? Provide effective line management, development, recruitment, and induction of new Transformation Hub staff to ensure flexibility and capacity to meet the team???s needs. This will include support and ongoing performance discussions including setting clear objectives.
??? Find creative solutions to problems, being prepared to work flexibly to do things differently, and identify and initiate appropriate interventions to facilitate successful delivery of team activity.
??? Be a visible leader, communicating and building commitment to a shared vision and sense of purpose. Support colleagues in the Transformation Hub Team to take decisions independently and take lead in their own areas of expertise
??? Provide programme delivery and data intelligence
??? Draw out key themes and actions to be managed through reporting
??? Oversee the programme plan and single view of change
??? Introduce standardisation of reporting from the programmes

Essential Criteria:
??? Project Delivery, and PMO level, Risks, Issues, Assumptions and Dependencies experience or working knowledge.
??? Experience in generating Management Information (MI) reports, preparing plans and reporting to a high-level and provide strong oversight to ensure products are delivered and deadlines are met.
??? Experience of working in a political and/or complex stakeholder environment and of being credible and confident in engaging with senior officials.
??? Experience of working in a dynamic fast paced environment, with the ability to adapt to changing priorities.

Desirable Criteria
??? Experience or knowledge of Migration and Borders programmes and projects.
??? Management of programmes foundation and/or practitioner.
