Finance Manager (inside IR35)

 

Contract Term: 6 months (Potential for extension)

 

Contracting Authority: MOD

 

Location: Hybrid  2 days a week in the office (Abbey Wood Bristol)

 

Requirement for an individual to engage with Finance team across the Defence Support Organisation,

 

The focus of this role will be looking to improve Finance processes and systems improving the 10 year f0recasting process and delivery of financial results to Senior Finance stakeholders

 

As a Finance Manager your main responsibilities would be

 

  • Review of the In Year Forecasting process, seeking to improve / streamline reporting process whilst ensuring that all requirements are met. Including: Investigating the viability of using established tools – both corporately within MOD and those established at Top Level Budget (TLB) level. Providing an ability to undertake accurate cash forecasting, modifying established excel workbooks to enable this in the least disruptive way possible. Ensuring that all reporting requirements are captured consistently across the Base Level Budgets (BLB) Establishing an Equipment Plan (EP) workbook, drawing upon those already established and wider best practice. Noting that any solution should not be overly complex so that it can be understood / maintained by all. Thorough review and reset of  Annual Budget Cycle (ABC) reporting workbooks, noting the need to link In-Year information into the future financial years including: Understanding the key requirements and removing aspects of the workbook that duplicate or are no longer required. Developing / or building the excel workbooks to provide a solution that gives each area their own workbooks whilst ensuring swift consolidation of individual costs for the Defence Support level. Noting that any solution should not be overly complex so that it can be understood / maintained by all. Looking at wider reporting requirements that are not being met by the current process and establishing an effective route to achieving these. Providing the information required to brief senior leadership and ensuring that this can be easily extracted from workbooks at various levels of the organisation e.g. a sub-set of the BLB, BLB level, Higher Level Budget (HLB) level. Establishing an EP workbook, drawing upon those already established and wider best practice. Noting that any solution should not be overly complex so that it can be understood / maintained by all. On an Ad-hoc basis there may be the need to support the SEO Finance with financial reporting for In Year forecasting. Including, providing oversight to the planning of engagements with BLBs in line with the current published timetable. Supporting consolidation of the In year financial position, which will assist in understanding the reporting needs and identifying areas for improvement. Work with / support the HR team in the establishment of an accurate workforce baseline for Defence Support HLB. Ensuring that processes to keep the baseline updated throughout the year will be manageable from a financial perspective. Review of other minor processes, such as current templates for Business Cases / approvals. Capacity dependant, working with Business Management to expand the current Finance Intranet site to include more useful guidance, developing Standard Operating Procedures (SOPs) where appropriate. Provide routine / timely updates to Assistant Head Finance on output activity

You’ll have relevant experience in

 

  • Active SC Clearance essential Management Accounting experience Strong Forecasting and budgeting experience e.g. 10 year forecasting Process improvement experience Experience in Finance, preferably including time within MOD A good level of excel skills, noting any solutions should not be overly complex, so advanced skills are not necessary. Good communication skills and stakeholder management Ability to quickly grasp processes and procedures Working to strict deadlines and outputs

Desirables

 

  • MOD experience would be an advantage Use of Oracle Finance systems
