The British Transport Police are recruiting for a Deputy Director of Estates. This role pays up to £88,194.33 plus £2,835.11 London Allowance per annum. The role is based in Camden, London - but we operate a flexible and agile working approach. Whilst this role is permanent, we are open to applications on a secondment, or fixed term contract basis. BTP is the national police Force for the rail network throughout Great Britain, including London Underground, across which we ensure the safety and security of nearly 3 billion passenger journeys and over 100 million tons of freight every year. The world in which we work is fast paced, operationally and commercially demanding, and constantly changing. As a Deputy Director of Estates with BTP you will drive delivery of the BTP Estates Transformation Programme. The aim is to implement a fit-for-purpose estate at reduced cost and which integrates effectively with the adoption of new ways of working across the Force. You will also be responsible for ensuring that the national Estate is fit for purpose. This includes ensuring that all property transactions deliver value for money. The role holder will be expected to oversee the development of FM across the estate, currently outsourced. Acting on behalf of the Director of Finance Commercial and Estates lead the day to day programme delivery, working in close co-operation with the Chief Officer Group, functional heads, and SROs.

As Deputy Director of Estates you will be required to:
  • To provide a single point of senior expertise responsible for our National Estate.
  • To lead, manage, inspire and develop an internal team of circa 30 FTE providing, transformational and BAU estate services and have responsibility for the management of the London in-house security team.
  • To ensure that the BTP estate is safe, compliant, well maintained and well equipped to support agile working, so that Business As Usual activity is supported and estate utilisation is optimised.
  • Delivery of external property partners perform against their contractual objectives.
  • To maintain situational awareness of 'need' through regular engagement with senior officers and staff and raise the profile of the BTP estate through regular reporting on estate performance and key metrics (KPIs) against objectives.
  • Delivery of a clear 20-year strategy for our National Estate to meet our own strategic objectives, national government policy and, where possible, to align with the requirements of our partners • Linked to the National Estate Strategy, to set a clear Estates Transformation Programme highlighting key projects and delivery timelines.
  • To build business cases for key projects so that the appropriate funding is secured to enable delivery. To lead the delivery of key projects, ensuring that the right internal and external resource and expertise is assembled, risks have been properly articulated and regular reporting is actioned.
  • To maintain market awareness in key locations so that commercial opportunities to exploit the BTP covenant are explored and to ensure that the estate represents good value for money
  • Deliver agile working across the estate, including leading the cultural change and technological investment associated with this practice.
  • Align Estates Transformation with the broader Force programme to implement new ways of working, including the adoption of new mobile technologies and integrated systems on the frontline and in the back office.
  • Align Estates Transformation with a review of the Command and Support Model of the Force, which seeks to evaluate options to centralise / decentralise, retain in-house / outsource key functions, and the estates implications of this.
  • Position the estate as a catalyst for change which enables the adoption of those new ways of working. • Deliver an estate which is optimised in its utilization, cost and fitness-for-purpose.
  • Produce the management information that visualizes and co-ordinates transformation

BTP has undertaken a review of Police Staff pensions and as a result of this the Police Staff pension will be changing. The current police staff pension is a Defined Benefit scheme which is administered by the Railways Pension scheme. The new pension scheme which is launching is a Defined Contribution scheme which is administered by Royal London. The new pension scheme is awaiting formal approval and an introductory date is not finalised. The earliest this will be is February 2022.
