ROCU is a collaboration between the police forces of Staffordshire, West Midlands, West Mercia and Warwickshire to reduce the impact and increase the disruption of serious and organised crime within the region and beyond. We target those areas of criminality we believe pose the greatest regional threats to the people and businesses of the area we cover. Working alongside other UK law enforcement agencies and many other partners from both private and public sectors, the ROCU will directly influence the capabilities of these groups, stifling and reducing their criminal activity.

Job purpose:

  • To join the ROCU surveillance department as a substantive Surveillance Operative for which deployment will predominantly be across the West Midlands Police, Staffordshire Police, Warwickshire Police and West Mercia Police areas.

Main Duties and responsibilities:

  • To support Investigations in tackling Serious & Organised Crime, by being an essential member of the mobile surveillance teams on their daily deployment/s.  
  • To be aware of and understand covert authorities and their support/parameters to/on deployments.
  • In support of the surveillance function; Record and maintain a daily surveillance log of all such activity; Prepare accurate daily intelligence summaries to determine the extent and nature of criminal activity and to allow for future tasking; Provide statements of evidence in support of any criminal prosecution.
  • To be aware of road traffic exemptions, before each deployment.
  • To monitor the road worthiness of any vehicle used, and to take immediate steps necessary to remedy any issues which arise.
  • To be responsible for own equipment
  • To have a knowledge of photography and video capture methods, which could assist the evidence gathering process.
  • Contribute to Surveillance Briefing/debriefing to ensure effective deployments and operational learning across the department.

  • Maintain standards of professional practice – Ensure your behaviour complies with West Midlands ROCU values and organise your own work effectively to meet the demands of your role. Identify, implement and monitor development activities to enhance your own performance. 
  • Comply with Health and Safety legislation – Ensure that you show a duty of care and take appropriate action to comply with Health and Safety requirements at all times. 
  • If operational necessity requires it, to arrest person(s) committing crime.
  • The post-holder will be required to be security cleared to SC and MV level. Appointment will be subject to successful application and maintenance of this level of clearance

Essential criteria:

  • To hold a current and valid Q1 Mobile National Surveillance Licence.
  • To be able to evidence that the Q1 licence is valid
  • To have a valid DVLA driving licence
  • To hold a current and valid advanced driving car authority. To be able to provide certification of these passes.
  • Be available for a “on call” rota which the mobile teams operate.
  • Flexibility within the role to work across the region supporting the five mobile Teams as dictated by operational demand.
  • Demonstrate by example a working knowledge of the National Intelligence Model and Regional Tasking processes in order to understand threat, risk and harm across the West Midlands Region.
  • Demonstrate a broad understanding of legislation and procedure associated with the investigation of Serious and Organised crime i.e. RIPA, PACE, CPIA, DPA.
  • Demonstrate an ability to communicate confidently to a variety of audiences.
  • Work effectively as part of a team and develop relationships across the organisation and with external partners, stakeholders and relevant bodies.
  • Demonstrate an ability to work with limited supervision; planning and prioritising own workload.
  • Maintain a tactful and professional approach and ensure that working practices are consistent. 
  • Demonstrate a knowledge of the Government Agency Intelligence Network.
  • Prepared to work as, when and where required subject to relevant employment law and police regulations showing a flexible working approach to working hours and location throughout the West Midlands Region as dictated by operational demand.

Desirable criteria:

  • Police covert surveillance Motorcycle licence.
  • Log keeping qualification
  • Knowledge of current developments/advancements in surveillance technology and techniques.
  • Covert Rural Officer
