An Interim Commercial Lead – Fleet Project is required on a contract basis for approximately 12 months. 

Hybrid role: You will need to be flexible working between Kilburn, Sidcup and some remote working (approx.  2 days per week in the office but must be flexible).

A Commercial Lead is required to work on five vehicle repair and maintenance procurements, reporting to the Head of Commercial for the programme. In this role you will be expected to deliver all procurement work packages from procurement documents, evaluation, contract drafting, award notices, and business cases.

You will contribute to delivering commercial excellence, providing a customer-focused service, understanding the business need and stakeholder drivers, with the aim of becoming a trusted commercial advisor. 

You will also develop relationships with suppliers, driving value for money and risk management excellence across the category. As the procurements are using competitive procedure with negotiation, you will need negotiation experience.

Your work will cover the full commercial lifecycle including strategy and policy development, understanding needs and sourcing options, and the procurement process itself. This will be done through the development and execution of the procurement’s commercial strategy, leading supplier negotiations, and delivering timely and effective support, guidance and expertise to the business. 

As a leader in the Commercial function, you will support rolling out commercial standards across the organisation.

This role is for a leading London Police organisation, candidates with current CTC/SC clearances will go through their vetting processes, currently this is taking up to 6 months.  If you are already in a contract that potentially is not ending for a few months and this role is of interest, do let us know, we would be happy to discuss further.

Key responsibilities:

  • Develop commercial approaches that deliver requirements that are in line with business needs, category strategies and market trends.
  • Understand demand by forecasting and planning requirements with internal stakeholders and suppliers.
  • Develop and maintain category plans for key spend areas.
  • Perform end-to-end strategic sourcing activities and serve as a subject matter expert.
  • Work with key stakeholders to develop a clear and agreed view of business requirements and support business units in articulating their commercial requirements.
  • Advise and provide professional guidance throughout the sourcing process, considering and evaluating a range of sourcing models.
  • Support the development of options for a business case, including articulating associated benefits and producing supporting arguments for the preferred option.
  • Lead negotiation relating to commercial activity and have knowledge and experience with negotiation techniques.
  • Develop key stakeholder relationships, enabling early engagement and challenging business need and demand.

Experience & Knowledge:

  • Strong contract management experience (5+yrs) on complex/strategically important contracts - experience of the full commercial lifecycle.
  • Extensive procurement experience and knowledge.
  • Experience using the competitive procedure with negotiation under the Public Contracts Regulations.
  • Demonstrates strategic thinking, able to identify a vision along with the plans that need to be implemented to achieve the end goal.
  • Ability to understand commercial imperatives and trading relationships (desirable).

  • Ability to lead negotiations with suppliers, develop negotiation plans and strategies.
  • Highly effective communicator who can work with a range of senior stakeholders and managers.
  • Ability to change and adapt in order to work effectively in a variety of situations.
  • Ability to understand and appreciate different and opposing perspectives.
  • Ability to present sound and well-reasoned arguments to convince others drawing from a range of strategies to persuade people in a way that results in agreement or behaviour change.
  • Ability to prioritise and manage own workload whilst balancing both operationally urgent and important tasks to deliver to deadlines.
  • Excellent oral communication and interpersonal skills.
  • Excellent report writing skills.
