An Interim Project Support Manager - IT is required for approximately 12 months. This is a hybrid role.  

As the Project Support Officer you require knowledge and understanding of the technical requirements and environments.  You will be capable of interpreting and communicating technical information to and from clients and suppliers alike, in order to provide a ICT Portfolio/Programme Delivery Office (PDO) function within the secure IT Pillar.

The PDO function provides best practice, advice and guidance to the projects and programmes within the IT portfolio; identifying risks, issues and dependencies and providing quality assurance activities and tracking progress against the programme plan. 

The role will support the development activities; including project and programme planning, dependency management and resource management, change control, helping to develop standards, processes and tools to aide project delivery.

This role is for a leading London Police organisation, candidates with current CTC/SC clearances will go through their vetting processes, currently this is taking up to 6 months.  If you are already in a contract that potentially is not ending for a few months and this role is of interest, do let us know, we would be happy to discuss further. 


Key Responsibilities: 

  • Produce reports for the appropriate corporate governance Boards and/or programme Boards, providing a real-time and comprehensive view of all projects within one or more Programmes. 
  • Maintain processes to ensure Programme and Project management documentation, reports and plans are relevant, accurate and complete.
  • Run the programme plan and own and manage the consolidated Programme level milestone tracker. 
  • Manage dependencies within ICT portfolio delivery and assure alignment of portfolio to the Projects and Programmes pillar. 
  • Managing a file plan/structure and necessary controls for the management of all ICT documentation.  
  • Generating various regular and ad-hoc documentation for projects and programmes within the ICT Portfolio Client Unit when required to various stakeholders.  
  • R&I planning and management up to Top Secret Strap; collating, reporting and mitigating at a portfolio level for all projects and business activities.  
  • Work with Senior Management to identify and resolve issues impacting the portfolio of programmes/projects.  
  • Supporting individual Programmes by providing advice and guidance regarding governance, planning, change control, benefits realisation. 
  • Providing a quality assurance role ensuring that programmes and projects are well managed and adhering to appropriate standards and good practice  
  • Maintaining finance and budget plans and ensuring that forecasting is in place across the Portfolio and all respective National Programmes and Projects. 
  • Oversee and manage purchase order generation, receipting and tracking. Including relevant authorities.  
  • Ensuring pipeline plans are in place for continuity across the Intelligent Client Unit Portfolio. Ensuring relevant paperwork for the acquisition is planned accordingly to ensure continuity and resource availability. This includes ensuring the relevant vetting processes are adhered to., and engagement with the CPMU, STRAP Authority,  Portfolio Security Management:  
  • Building access and controls up to Top Secret Strap, in liaison with the CPMU to ensure security requirements, protocols and controls are followed and reported or mitigated accordingly, liaising proactively with STRAPSO, CLAS, and IA colleagues. 
  • Oversee ICT Crypto Management of behalf of the Client Delivery Unit. 
  • Dealing with security issues when required and appropriate.  
  • Ensuring business and industry standards, policies, and reporting are followed.  Management responsibility in the event of being invoked 

 

Key Requirements:

  • Experience in programme support of ICT projects within complex stakeholder/business environments
  • In-depth experience of and competence in using MS office tools
  • Experience of working within and understanding secure technology-based projects and programmes enabling business change
  • Experience of working as a key member within a high performance team  Experience of developing/maintaining governance, and the correct and efficient use of standards across multiple projects  Experience of managing project risks, issues, assumptions and dependencies
  • Experience of implementing document management systems and document controls and the ability to deal with sensitive information
  • Experience with government procurement processes
  • Experience and knowledge of the security accreditation processes at a national level at all Government security Classification (GSC) levels
  • Experience working in Secure ICT environments, and of the requirements in doing so
  • Experience of stakeholder management and liaison at all levels
  • Experience in working in a secure environment  Portfolio Delivery Office and Programme Management Office
