Job description

This Commercial / Procurement Manager Role will be part of the commercial business partnering team whose main role is to deliver value-for-money via strategic sourcing and commercial management across the business.

We are recruiting a Commercial / Procurement Manager, aligned to the Central Bank Digital Currency Team to support a programme of work seeking to actively explore whether it should develop and issue a Central Bank Digital Currency (CBDC).

The way people are choosing to pay for things is changing. Fintech firms have started to offer new forms of money and new ways to pay. People are using cash less. These changes mean new opportunities and risks that we need to plan for. We have always looked for new ways to improve our money and payment services. It is now time to look further ahead. We are examining the possibility of a CBDC for the UK so we can make sure we are ready for the future.

The CBDC Project Unit is responsible for analysing the opportunities and challenges presented by CBDC, advancing the Bank’s broader strategy and, ultimately, the decision on whether it should issue one.

As a Commercial /Procurement Manager for this area your role will be focused on:

  • Contributing to and delivering on the recruitment strategy for the target group based on identifying business requirements.
  • Supporting the CBDC function in procuring new products, services, resources and capabilities across technology and professional services, to help achieve programme objectives
  • Working with the business areas to agree on priorities in building the multiyear procurement pipeline of work to ensure the team can deliver effectively
  • Conducting RFIs, potentially on a global level, to develop the understanding of the supplier market for CBDC-related requirements including technology and market research
  • Engaging with the supplier markets to understand propositions for delivery
  • Leading the end-to-end sourcing of all allocated projects, including facilitating (where vital) workshops with the business areas to agree on sourcing plans and requirements building
  • Following the agreed governance process throughout the sourcing processes, collaborating closely where needed with Legal to discuss commercial law matters, and working with Finance to record benefits for your projects
  • Supporting effective contract management in your area by engaging with, and advising, your business area colleagues regarding post-contract activities
  • Ensuring information flows (e.g. supplier intelligence) and communication channels between Procurement and the business are maintained
  • Working with the Supplier Management team to ensure supplier and contract management best practice is implemented in line with the Bank’s framework
  • Making efficient and consistent use of eProcurement systems, in line with the defined workflows (aligned to internal policy)

Minimum requirements

  • Experiences in procuring leading a pipeline of work, delivering innovative commercial solutions through the application of strategic sourcing techniques Experience of PCR-level public procurement, including using public-sector frameworks across technology and professional services and market research Experience of working in a customer-focused environment on whole project life cycles - MCIPS qualification (or working towards) Experience in leading RFIs & RFPs end to end SC Clearance is an essential requirement for this role; as a minimum you must be eligible and willing to undergo these checks

Desirable

  • Experience in procuring Proof of concept studies/solutions, COTS solutions, market research firms, technical consultancy, payments services Experience in delivering Global RFIs across technology Previous experience in engaging payment service vendors Experience in public tendering processes and transacting through CSS frameworks It would be advantageous to also have experience of supplier and/or contract management (post-contract award Active SC Clearance
