Counter Terrorism Policing (CTP) is a collaboration of police forces working to keep people safe from terrorism.  The network stretches across the UK. We work alongside partners to find information and evidence to thwart terrorist planning and help bring perpetrators to justice.

As a Communications Manager within the National CBRN Centre, you’ll be based at our College of Policing site in Ryton, near to Coventry. The National CBRN Centre brings together the emergency services to protect and prepare the UK against the chemical, biological, radiological and nuclear (CBRN) threat.

You’ll work Monday to Friday between 8am to 4pm, but an element of flexibility is necessary to meet business needs.

The role

You’ll be a confident professional who is able to communicate the work we do in a compelling and reassuring way. You’ll be the lead for CBRN across multiple communications platforms, in collaboration with WMP and CTPHQ Corporate Communications, to convey crucial public safety information, influencing and encouraging the public, business and other partners to play their part in preventing and preparing for terrorism.

You’ll define and implement communications strategies for priority programmes and projects that contribute directly to CBRN’s mission to prepare for and protect the public from terrorism. You’ll develop a communications policy, working with xGov policy and communications leads to refine and develop the approach to communication strategies and public information.

Participation in the coordination of the CBRN communications testing and exercising function will be part of your role and you’ll be making recommendations following exercising, supporting the implementation of new initiatives.

You’ll be the CBRN portfolio lead for the national diversity and inclusivity policy programme within UK Policing, in partnership with key departmental teams, national stakeholders and local forces, building relationships with force diversity & inclusivity leads.

You’ll work closely with colleagues across the national CTP network, as well as with senior police officers, police staff and stakeholders across multi-agency partners. Whether your focus is internal or external, your primary goal will be to ensure that our key audiences have the information they need, when they need it. You’ll be a positive advocate for communications as a profession, and provide your expertise and support to stakeholders across our national network.

You’ll be part of a highly motivated team, with the chance to learn from senior leaders and work on one of the most important issues to the public. There’s also the opportunity to draw on your own experience and initiative to plan and deliver communications that support wider organisational and operational objectives, response and policy.

Responsibilities

Bringing energy, purpose and new ideas to our mission, looking for opportunities to improve what we do, ensuring that the work we do is constantly evolving to meet the threat from CBRN terrorism that we face, and the communications environment that we operate in. Working with scientific and behavioural experts to influence effective communications. Internal Communications

Taking lead responsibility for producing content for all internal channels in line with both strategy and breaking news.  Developing CBRN internal communications content as part of the CTPHQ Communications strategy and the CBRN business plan. Delivering your strategy, evaluating its impact and reviewing individual channels and products on an ongoing basis to drive continuous improvement in your plans. Planning, commissioning and preparing communications in advance for all areas of CBRN business. Crisis Communications Manager (Response, Exercising and Planning)

Subject matter expert on crisis communications best practice, organisational learning and its implementation throughout the CBRN community and wider CTP. Testing, revising and exercising CBRN communications plans for major incidents. Developing and coordinating a programme of CBRN testing and exercising to ensure communications preparedness within wider incident response plans. Engaging to improve preparedness of police forces, government departments and other key organisations. Media Manager

Expert media advice to senior CBRN officers as required across any area of potential media interest. Developing innovative media approaches to support CBRN communications priorities. Directing support to and facilitation of media work. Communications Partnerships Manager

Managing relationships with a range of police, multi-agency, government and other key partners, including international and global partners. Coordinating with partners on major cross-cutting issues, and during major incidents. Securing support of partners for priority CBRN campaigns and other activities. Skills and competencies

Essential

Experience of developing, distributing and evaluating corporate communications with track record of translating business challenges into successful communication strategies, plans and campaigns.

Strong understanding of a range of communications disciplines and channels, using knowledge to plan and adapt chosen approach.

Ability to form effective working relationships across a full range of internal and external stakeholders.

Confidence and credibility in a range of scenarios, including delivering impactful and engaging presentations and communications advice.

Ability to work on your own, using your initiative as well as being able to work as part of a team.

Desirable

Experience of working in an emergency service environment.

Experience working with multi-agency partners.

You must be a British citizen to work for the Counter Terrorism Policing West Midlands (CTP WM). If you hold dual nationality, with the primary nationality British, you may also be considered. For the purposes of safeguarding national security, applicants will be required to hold or acquire the appropriate national security vetting clearances of Security Check (SC) or Developed Vetting (DV) in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002). CTP WM will support preferred candidates through the appropriate vetting process.
