Change Manager - Inside IR35
Contract Term: 5 months     
Contracting Authority: Department for International Trade DIT
Location: Hybrid Working (2 days per week in London Office)

Role Background:
The Export Control Joint Unit (ECJU) is based in the Department for International Trade (DIT) and combines operational and policy expertise from DIT’s Export Control Organisation with advisory teams from the Ministry of Defence and the Foreign and Commonwealth Office.
We regulate military and other sensitive exports such as dual-use items (goods, software, technology, documents and diagrams which can be used for both civil and military applications). This is done through a licensing system, ensuring UK exports are consistent with our national and international obligations and standards.

As a Change Manager, your primary role will be to manage the business transition from the legacy system to the new platform. You will guide this change through effective change management – with its focus on people and ensuring that changes are embraced and used effectively.

SC clearance is required for this role therefore the successful candidate must be willing to undergo security clearance


The Main Duties and Responsibilities of the Change Manager will be:


•    Providing visible and effective leadership, building a strong network both internally and externally.
•    Supporting the delivery of a clear vision for business change including championing the use of best practice business change management frameworks (including standards, tools and processes).?
•    Stakeholder engagement with key contacts, ensuring artifacts from the change management framework are used appropriately.
•    Design and delivery of ‘people related’ change activities throughout the project lifecycles. These activities include, for example, stakeholder mapping and engagement, Change Impact Assessments, change readiness activities and supporting leaders with change.
•    Ensuring delivery of change management activity supporting LITE objectives, including onboarding, training and communications
•    Developing change management plans with project managers, user researchers and the operational leads. This would be around key milestones (releases) and during interim periods.
•    Carrying out data-gathering with stakeholders via a range of activities including workshops, interviews and secondary research.
•    Overseeing recruitment and onboarding of external users with support from user researchers and operational leads.
•    Analysing data to inform decisions on people, culture and behaviour change needs and requirements for successful delivery.
•    Monitoring and reporting of progress against the change plan to relevant governance structures.??
•    Producing and delivering high-quality presentations and draft reports and Ministerial briefs as required.
•    Working collaboratively with other teams across the department to ensure a cross-functional One DIT approach to change

You’ll have:

•    The ability to take a collaborative and supportive approach to your work and when dealing with teams across the department.
•    Experience and be comfortable working at pace and inclusively with teams and at all levels across DIT.
•    The ability to work independently and confident working in ambiguous, complex, and uncertain environments.
•    Strong engagement, facilitation and communication skills and confidence in questioning and challenging when needed.
•    Strong briefing and presentation skills with the ability to brief upwards to senior levels when required.
•    An awareness of cultural difference of all types and at all levels and ability to engage with sensitivity.
•    Skill in working with resistance to change using a range of interventions to resolve
•    The ability to understand and analyse standard project reporting tools.

It would be great if you also had:
•    Experience of major change programme delivery.
•    Ability to systematically identify, analyse and communicate with stakeholders, using appropriate channels, to ensure all those impacted by the change are engaged.
•    Ability to undertake group facilitation and workshop design.
