Business Case Lead Inside IR35

Contract Term: 6 Months – Possible Extension    

Contracting Authority: The Home Office

Location: Remote (with occasional attendance to office/ customers/ workshops in London)

The first duty of Government is to protect the public. Since 1782, the Home Office has led work to keep the country safe from those who seek to do it harm; in doing so, we make a vital contribution to HM Government’s plan for a stronger, fairer, outward-looking and united Britain.

The Home Office covers three systems: Homeland Security, Public Safety and Borders, and Immigration and Citizenship. These systems work collaboratively to deliver our cross-cutting priorities, whilst providing increasingly efficient and secure services for the public. These are difficult areas that can rapidly change in the global environment we work in – this makes us one of the most exciting and stimulating government departments in which to work.

The purpose for this piece of work is to plan, develop and deliver a robust Business Case that conforms to the agreed Home Office standard (5 case model) and HM Treasury guidelines. It must be robust and justify the expenditure required, as well as demonstrate value for money to enable successful transition through governance. As a Business Case Lead you will assume full ownership of the piece, taking it through to the approvals process.

This will be a remote role however from time to time you will be required to attend the office or customer sites/ workshops in the London area.

As a Business Case Lead your main responsibilities would be: 

  • Identify, develop and embed best practice in Business Case writing.
  • Provide hands-on support to project teams in the production of Business Cases including drafting, editing and staffing.
  • Develop a single view of all Business Cases anticipated and in production that can be effectively reported at project, programme and board level. Produce an overarching Business Case development strategy and Business Case submission timetable.
  • Work with project teams to ensure robust and credible Business Cases are produced in accordance with the Business Case submission timetable. Ensure compliance with the Business Case development strategy.
  • Work with the Quality Manager and other functional experts. Conduct master classes in Business Case production and develop an up-skilling strategy for the improvement of Business Cases produced.
  • Maintain and develop subject matter expertise through regular contact with approving authorities and other Business Case developers.

Deliverables

  • Write a concise business case which conforms to the agreed Home Office standard, 5 Case model and HM Treasury Green Book guidelines.
  • Use lessons learned from similar projects to inform business case preparation, seeking out and acting upon stakeholder input into the rationale behind preferred options, as well as responding to emerging issues to ensure required amendments are actioned to lead to agreement
  • Identify and assess risks to the delivery of the Business Case, mitigating them where appropriate and communicate them appropriately
  • Ensure that preliminary quality reviews are conducted so a Business Case is ready for constructive challenge and provide timely turnaround of comments
  • Present the Business Case at the relevant governance boards and support team where necessary
  • Providing clear and regular progress updates to the Programme Director (or delegate)

You’ll have relevant experience in:

  • Experience drafting Business Cases
  • Understanding of 5 Case Model
  • HM Treasury Green Book experience
  • Experience supporting Business Cases through assurance and governance
  • Public Sector experience
  • Experience within complex technical projects
  • Strong Stakeholder Skills
  • Knowledge of Law Enforcement would be desirable
  • Active SC Clearance
