Senior Commercial Officer

Contract Term: 9 Months     

Contracting Authority: Ministry of Defence

Location: Hybrid - Portsmouth

The Ministry of Defence (MOD) is a central government department with a mission to protect our country and provide the ultimate guarantee of its security and independence, as well as helping to protect its values and interests abroad.

To do this we have an annual budget of almost £40 billion and a workforce comprising 193,000 people, almost 59,000 of whom are civilians. We currently manage more than £11 billion of spend every year.

Navy Commercial is part of Navy Command under the direction of Financial Director (FD(N)) and delegated by Director General Commercial. The commercial team is responsible for delivering commercial solutions to meet customer requirements for goods and services across a wide customer base and of varied complexity to ensure the Navy continues to meet its operational objectives in the UK and Overseas.

The Navy Command Commercial team is generally based in Navy Command HQ (Portsmouth) although flexible working is supported with occasional office attendance as needed.

As a Senior Commercial Officer your main responsibilities would be: 

  • Accountable for the maintenance of professional standards and compliance with Government Purchasing policy
  • Lead/Assist with commercial aspects of contracting in consultation with their Line Manager. Develop a strong and integral relationship with the customer team managing and agreeing priorities to ensure the procurement pipeline is maintained.
  • Support the line manager in developing strong and constructive relationships with market suppliers to gain valuable market intelligence through open and honest dialogue.
  • Agree tender panels, invite tenders, clarify conditions, act as a member of tender evaluation teams, assess bids, award contracts, manage contracts, undertake amendments within their delegation and in accordance with procurement law, MOD and government policies
  • Manage the production and delivery of all procurement documentation ensuring accurate, comprehensive and transparent analysis is created, recorded and maintained.
  • Provide continuity through the procurement process and transition to the contract management team, protecting commercial gains and knowledge, managing risk and ensuring resources are in place to deliver and then manage the contract.
  • Provide commercial advice to peers and senior colleagues across MOD, reflecting on legislation, policy, market knowledge and commercial experience.
  • Manage others directly and indirectly, assessing people’s skills and providing development opportunity to enhance team performance creating an engaged and effective team.
  • Act as a Commercial mentor for commercial staff within the parameters of the commercial licence.

You’ll have relevant experience in:

  • Must have extensive CCS framework experience
  • Knowledge of public sector procurement legislation
  • Tender management experience
  • Excellent stakeholder management skills
  • Supplier management experience 
  • Be able to demonstrate personal leadership of all elements of the procurement and commercial life cycle.
  • Experience with running competitions
  • Delivery of procurement/commercial projects in the public sector

Desirable experience:

  • CIPS, or similar qualification is highly desirable
