Working in partnership with the wider Business Services team, you’ll lead on providing comprehensive analysis to triangulate workforce information, finance and activity data to better inform our recruitment and retention initiatives and secure demonstrable improvements in the efficiency and effectiveness of recruitment lead-times.
You’ll analyse and communicate complex issues, data and topics (including policy and legislation) to a variety of audiences verbally and in writing and work closely with stakeholders to provide a proactive, effective and efficient recruitment service that meets individual business needs.
You’ll lead our recruitment activity, champion excellent customer service, and identify new and innovative methods for attracting the best and brightest candidates to the West Midlands Counter Terrorism Unit.
Responsibilities
Leading and driving the day to day delivery and performance of the People Planning & Recruitment team through the collection and analysis of workforce data, provision of advice to enable key corporate decisions, and delivery of an efficient and effective employee recruitment function.
Ensuring high quality, effective, efficient and consistent services are delivered at all times against agreed governance, performance targets, audit controls, Force policy and statutory legislation.
Coordinating data collation and analysis of accurate, timely, relevant and usable workforce management information to identify current performance and inform areas of immediate improvement, and the future design of the service.
Utilising strong verbal and written skills and excellent relationship and stakeholder engagement skills to communicate complex analysis and concepts through a range of techniques, including written reports and briefings, presenting data in an intuitive and useable way.
Acting as the technical expert providing clear, balanced and accurate technical advice and guidance relating to governance, operating procedures, systems policy, legislation and regulation and national codes of practice to team members across the unit, including the Senior Leadership Team.
Overseeing the production of the People Data pack and insight for the Workforce Strategy Board and the Senior Leadership Team.
Drafting and presenting recruitment papers for consideration.
Developing and maintaining standard operating procedures, processes and audit controls.
Coaching and mentoring the team, creating a professional, customer focussed, environment and promoting achievement orientated teams, identifying talent and ensuring teams have the correct skills, competencies and resource levels to deliver.
Assuming the role of data custodian for all data relating to the delivery of services.
Ensuring all data is accurate, access is authorised and controlled, technical processes sustain data integrity and safeguard data.
Attending local and national conferences and working groups as required.
Skills and competencies
Essential
Professionally qualified or substantial experience of managing and developing teams within a workforce planning, analysis, and recruitment environment with clear evidence of outputs achieved/delivered.
Proven competency of Microsoft applications, with higher level of excel, competent with pivot tables, lookups and complex formulas with experience in use of statistics, data modelling, and data mining and predictive analysis with the ability to work with incomplete or imperfect data to extract usable information.
Strong verbal and written communication skills with excellent relationship and stakeholder engagement skills
Experience of undertaking research and benchmarking to create rich picture analysis and recommendations.
Possess a high degree of accuracy and attention to detail with a track record of delivering analytical outputs, while maintaining a high standard and working to challenging deadlines.
Desirable
Experience of using Oracle based systems, including Oracle HR, Oracle Cloud Recruiting or other Oracle tools.
Knowledge and experience of developing standard operating procedures, processes and audit controls.
Good understanding of finance data and an ability to blend this with people data.
Experience of interpreting and applying new legislation including the revision and development of existing/new policies.
