Commercial Advisor x6 - Inside IR35

Contract Term:    Six months

The Foreign & Commonwealth Office (FCO) and the Department for International Development (DfID) merged on 1 September 2020 to form the Foreign, Commonwealth & Development Office (FCDO).

The Conflict, Stability and Security Fund (CSSF) is an annual fund which operates in 84 countries and territories, delivering more than 90 programmes with a budget that is split between Official Development Assistance (ODA) and other funding sources. It has been a catalyst for a more integrated UK government response to fragility and conflict.

 

The successful candidates will work closely with internal colleagues to proactively seek opportunities to drive additional value and increase efficiency. Delivery in this role will rely on establishing the needs of the business and translating this into effective category based commercial strategies that enable the achievement of value for money, whilst also maintaining commitment and achieving outcomes relating to relevant policy and strategic requirements for the FCDO and Her Majesty’s Government.

 

These are hands-on roles, with strong strategic procurement, programme/project management and Supplier Relationship Management (SRM) being critical skills, along with the requisite interpersonal skills necessary to lead, support and work with our stakeholders.

 

As a Commercial Advisor your main responsibilities would be: 

 

  • Lead procurement projects: support the drafting of specifications, contracts and managing the Invitation to Tender (ITT) and evaluation processes using the FCDO eProcurement platform.
  • Maintain and support existing, or create new, networks with the respective programme teams, other government departments and the supply base to develop a relevant and up-to-date understanding of the category or programme of spend for the team.
  • Deliver sustainable cost savings and value-added interventions.
  • Be creative and innovative when developing and implementing service requirements for complex procurements to ensure value for money is achieved.
  • Provide guidance to regional procurement teams on specific projects and ensure alignment with FCDO processes.
  • Provide support on appropriate project governance including documentation, business cases and presenting cases to relevant boards.
  • Support the pipeline of projects and contracts using the FCDO eProcurement platform to enable accurate and timely reporting.
  • Provide input to departmental (business) annual plan and category plans, ensuring engagement in business cases and leading drafting on the commercial case for all planned in scope procurements or commercial activity requiring FCDO Commercial engagement.
  • Support efforts to ensure continuity and consistency of approach across the programmes from project to project, using required tools, systems and processes such as e-sourcing tools to guide commercial activity and produce high quality commercial management information.
  • Use tact and diplomacy in establishing, maintaining and developing high-level contacts in the FCDO, with other government departments and the relevant suppliers for the programme.
  • Ensure high quality service delivery is provided to the local country or thematic Programme team, including stakeholder connectivity, category strategy, pre-procurement market engagement and supplier selection.
  • Provide input into the vision of the future state of the programme, translating it into an actionable strategy and plan, and informing future contract management planning.
  • Use judgement, interpretation and co-ordination to ensure that the solutions developed and delivered within the category portfolio are acceptable to senior stakeholders and, when applicable, other government departments.
  • Develop market awareness for key categories, highlighting opportunities for innovation, value for money solutions and new ways of working to key business partners.
  • Help resolve complex issues, including those that are perceived to be novel and contentious. Support initiatives to promote and deliver Supplier Relationship Management (SRM) within the CSSF and PF programmes.
  • Advise on supplier management for the category in question, using commercial management information to inform FCDO Commercial engagement with suppliers

 

 

You’ll have relevant experience in:

  • Chartered Institute of Procurement and Supply (CIPS) qualifications (or working towards them) OR equivalent direct commercial and/or tender management experience to meet the role profile.
  • Experience of delivering high value commercial / procurement projects in the public sector or a complex commercial environment. 
  • This will include good commercial awareness and judgement with the ability to understand, control and mitigate risks.
  • Understanding of public sector procurement processes, including use of Frameworks.
  • Familiarity with the Public Contract Regulations 2015 (PCR 2015) or a similar statutory framework and contract law.
  • Excellent communication and influencing skills with the ability to engage effectively with stakeholders at all levels.
  • Strong problem-solving skills with the ability to take decisions based on well thought out conclusions and recommendations.
  • Pro-active, close attention to detail, numerate, good organisational skills with the ability to translate these skills into developing and implementing effective administrative processes for the team.

  • SC/CTC Clearance is an essential requirement for this role; as a minimum you must be eligible and willing to undergo these checks
