Programme Manager – (Inside IR35)

Contract Term: 9 Months – Possible Extension

Contracting Authority: MOD Core – Navy Command

Location: Hybrid – 2.5 days a week in Portsmouth / Remote Working.

 

The Ministry of Defence (MOD) is a central government department with a mission to protect our country and provide the ultimate guarantee of its security and independence, as well as helping to protect its values and interests abroad.

 

To do this we have an annual budget of almost £40 billion and a workforce comprising 193,000 people, almost 59,000 of whom are civilians. We currently manage more than £11 billion of spend every year.

 

The Naval Strike Network development pathway includes a number of activities which seek to drive the integration of uncrewed and autonomous systems into combat operations. This effort is directed and requires careful control to be established in order to coordinate a range of disparate activities.

 

Job Purpose:

A Programme Manager is needed to provide overall co-ordination of the necessary and forthcoming activities which contribute to the continued development of the Naval Strike Network (NSN). These activities are on the critical path towards developing the concept of the Naval Strike Network and the System of Systems approach to the future navy. This progress cannot occur unless Navy Dev-Hd Digital has a Project Manager and a Technical Lead able to carry out these activities.

 

As a Digital Programme Manager, your main responsibilities would be: 

  • Plan and track progress of the programme to ensure an up-to-date picture is maintained, ensuring actions are progressed.
  • Identify likely problems that may hinder delivery and suggest solutions.
  • Ensure the programme risk register is updated on a regular basis and the information captured is up to date and can be reported on efficiently.
  • Design and create reports for Programme and Steering Boards such as programme dashboards, minutes and presentation slides.
  • Manage the product and risk management processes and ensure there is robust adherence to project management processes including planning, risk management, dependency management and change control.
  • Co-ordinate activities that will establish NSN as a delivery programme under ACQ directorate by March 2023.
  • Oversee the work of the MCS-IA to establish control (and configuration management) over interfaces and standards for operational C2, and integration with current and future combat systems.
  • Co-ordinate with continuing research by Dstl into crewed-uncrewed teaming and frameworks for integrating autonomous systems. This includes further development of the MAPLE framework, and other standards that may be used for C2 of uncrewed systems.
  • Align and coordinate trial activity including major NATO and UK-US exercises.
  • Liaise with Cdo Force activity to interface the NSN C2 framework and integrate uncrewed systems into operations.
  • Deliver the mandated documents to make NSN a programme of record. This activity is on the critical path and is non-discretionary to meet the stated of aim to make NSN a programme of record for FY23-24.

 

Essential Criteria:

  • Manage complex systems management
  • Deliver business cases from scratch
  • Designing large programmes – Naval bases
  • Experience in Maritime, Combat systems
  • Active SC Clearance is required for this role
