Britain’s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the ESMCP programme is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of front-line police officers, paramedics and fire-fighters.

This new Emergency Services Network (ESN) will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network. The new network is dynamic and can take advantage of new technology as it develops, making sure that those doing the vital job of protecting the public and saving lives get the best and most modern communications tools available.

ESMCP is a pan-government, cross departmental, programme based within the Home Office. The programme has representation from the emergency services at both operational and departmental levels and has close working involvement from the suppliers of the ESN technology. This is an exciting programme, delivering cutting edge technology which will directly impact people’s lives.

It is required that all people working on ESMCP perform their roles according to the overarching principles and ways of working with suppliers and customers, and in line with the collaborative behaviour’s framework.

The Role of the Workstream Planner

As a Planner/Scheduler on ESMCP, you will be responsible for the delivery of plans/schedules to one or more areas of the ESMCP programme. You will develop accurate and timely schedules in line with PMO controls and standards, managing, reporting and escalating non-conformance of Programme delivery area. You have responsibility for reviewing programme information, raising appropriate challenge and identification of trends that may impact the programme meeting its objectives. You will provide support, mentoring and technical insight to other Planners within the team. You will build trusted relationships with the programme delivery areas to which you are assigned.

The Project Complexity level is ‘High’ thus characterised as having a high degree of uncertainty, large size, political sensitivity, technical complexity, large and complex set of stakeholders, and often need procedures and methodologies to be adapted to suit unique situations.   As such you will be required to adapt and develop procedures, methodologies, and reports at short notice to suit unique situations.

Key Experiences & Qualification Required

Essential Criteria:

Demonstrable and relevant experience of schedule management within Portfolio / Programme / Project management in a complex delivery and contractual environment. Highly proactive with an ability to take ownership and drive through tasks to completion Able to demonstrate experience of working effectively with stakeholders to achieve results in line with complex governance arrangements and tight timelines Strong interpersonal skills. The ability to establish credibility and exert influence with key stakeholders and suppliers at an operational level. Experienced in identifying and resolving issues with demonstrable ability to find innovative ways to resolve problems or escalate as required Maintain effective performance in difficult and challenging circumstance, encouraging others to do the same. Extensive experience of various scheduling software, such as MS Project Online, Visio, power point Experience across all phases of the programme lifecycle in a technology implementation Desirable Criteria:

Experience gained from working on a complex Major Programme, preferably in a mix of Government and Public sectors. Telecoms planning experience PMO team experience Priority 1 programme experience Good level of technology experience Good level of experience with deployment/ roll out to a national programme Good level of experience managing and engaging with 3rd party suppliers Good level of understanding of commercials and contractual obligations with Suppliers Good level of experience of customer engagement Good level of experience presenting data and leading video calls to a wide audience Good level of experience of capturing actions and following up on these through to completion APM Practitioner Qualification, APM Registered Project Professional, , MSP, SP-PMI Typical Role Responsibilities:

The post holder will report to the Programme Lead Planner and will be accountable for their own work and have responsibility for the following:

Developing and maintaining multiple project plans for their designated projects, ensuring alignment with programme standards, alignment and integration to the Programme Plan (the IPP) Analysing their project plans to identify critical path and drive insights into delivery performance or planning improvements Produce planning data / management information for the regular Programme governance forums, workshops, regular L3 meetings and reports Engage proactively with other PMO planners, internal and external HO teams, along with 3rd Party Suppliers, external Users to produce a comprehensive and detailed plan. Contribute towards User requirements gathering and working to input these into a plan scenario Identifying and coordinating changes to plan and assisting with obtaining approval via governance Supporting the Planning Lead, PMs, Risk Lead, ePMO Leads, Change Lead and PMO Team leads with identification and tracking of risks, issues and dependencies, Authority responsibilities and assumptions Implement quality assurance across all designated plans to drive a high level of planning quality across the programme Coordinating and responding to ad hoc plan related requests for information from the Lead Programme Planner and or PM as required Provide feedback to enhance programme planning standards and related ways of working across the programme (e.g. assumptions and dependency management) Maintaining the Long Lead Milestone update into the Programme Governance reporting cycle Maintaining the Slippage milestone update into the Programme Governance reporting cycle Maintaining MSPO to meet required deadlines and ensure data quality is of the upmost importance Engaging with the embedded PMO and central PMO teams with adhoc requests, attendance to PMO team meetings to represent planning for their areas Key Competencies and Behaviours:
