Border Force is a law enforcement command within the Home Office. It secures the UK border by carrying out immigration and customs controls for people and goods entering the UK. It is critical to the UK’s national security and prosperity. Border Force operates in a complex environment, responsible for over 11 000 nautical miles of coastline, over 960 ports, harbours, marinas including 140 official ports of entry. The use of data and information is critical in enabling Border Force to transform how it makes decisions at all levels.

Overview

The Data Programme will seek to map and understand Border Force’s use of data including issues, gaps and other areas for improvement building a catalogue of data requirements and a range of solutions. The programme will also seek to improve the data Border Force provides to others to meet their objectives. This will require close working with diverse partners across Border Force, government, and external data consumers and providers.

Responsibilities

    The building of comprehensive data, information models and user stories concerning key processes, mapping the present state (where we are) and the target end state (where we want to be.) From the above, creating the Border Force Data Requirements Catalogue assuring that it accurately reflects the prioritised needs of Border Force. Working with others to identify, develop and evaluate data enabled solutions. Some of these will be delivered directly by the team, others with the team's support and/or influence across Border Force, HMG and the private sector. Maintaining an agile approach to working across Border Force and with partners to assure data improvements and other initiatives contribute to both the business as usual and strategic direction of Border Force. Create and manage stakeholder relationships with data producers and consumers, within Border Force, HM Government and external data providers including providing advice to stakeholders on how to implement the strategy. Support the exploration and usage of data analytics (and other advance analytical techniques) to be used across BF.
  • The role is expected to evolve over the coming months with the successful candidate expected to be willing and able to undertake additional responsibilities within the scope of the grade with full consideration of work/life balance.

Essential Criteria

  • Experience of using analytical tools and techniques to understand business processes to investigate problems and opportunities.
  • Experience of the analysis and collection of information to create recommendations from both a technical and business perspective.
  • Experience of identifying and managing diverse stakeholders to identify and deliver business needs
  • Experience with Data Modelling

Desirable Criteria

  • Experience of using data within an operational environment, ideally within Border Force, Immigration Enforcement, UK Visas and Immigration or HM Revenue and Customs.
  • Experience and understanding of General Data Protection Regulations (GDPR), Data Privacy laws, and general best practice of data governance.
  • Project Management and/or business analysis qualifications and/or experience
  • Knowledge of AI or Machine Learning
