SC Cleared External Readiness Lead (Programme Management)- Inside IR35

Contract Term: 6 months

Contracting Authority: Bank of England (BoE)

Location: Hybrid – London/Remote

The RTGS Renewal Programme will require a wide range of organisations to make changes to their own technology and processes. This will be critical to ensure firms are ready to send and receive CHAPS payments. A wide range of stakeholders will be impacted by this change, primarily, but not exclusively the 34 firms that are direct members of the CHAPS payments system.

The readiness of firms to receive this change is critical to financial stability. With that context, you will lead the assessment and reporting of firm readiness. This will include analysis and challenge of reporting received. This will require working closely with a wide range of stakeholders, for example existing CHAPS direct participants, indirect participants and payment schemes to monitor and support their progress and readiness for changes introduced by the Renewal Programme.

The role will include regular engagement with these stakeholders, building close relationships and acting as the first point of contact and escalation when dealing with issues and risks raised by the industry in relation to readiness for migration events. This will also require close communication and engagement with the rest of the Programme team.

As a SC Cleared External Readiness Lead, your main responsibilities would be: 

  • Contributing to key industry forums where readiness, industry wide risks and issues will be handled and monitored
  • Working in close collaboration with industry to develop a clear understanding of what the change will mean (technical and operational) for firms to inform the Bank’s understanding of the change required and the risks associated with this
  • Developing detailed plans for readiness assessment and monitoring
  • Contributing to development of migration and contingency planning strategies for “go-live” events
  • Developing and agreeing key criteria and metrics for industry to report against – and operationalising this
  • Defining “go / no go” criteria for key migration events, the metrics that will inform this and managing collation of the information to inform decision making and governance
  • Defining and leading procurement activity to appoint a third party supplier to provide independent assessment of participant readiness
  • Reporting to senior Bank of England governance forums on industry readiness, key risks, issues and mitigation action
  • Review, analysing and challenging reporting received from the industry. Identifying common themes and issues across the industry and taking decisive actions with the rest of the Programme to resolve these
  • Providing robust challenge to industry on their reporting
  • Creating a collective sense of responsibility and accountability across industry to be ready for this important change
  • Ensure industry views are taken into account in the Bank’s decision making

You’ll have:

  • Experience of managing industry readiness on industry wide change programmes
  • Experience of managing complexity and change and an awareness of the associated technical impacts to the organisation from having worked on complex projects and programmes involving broad-based business change
  • Strong analytical and problem solving skills. This includes the ability to accurately analyse and draw conclusions from data, ability to prioritise demands, multi-task and work in an environment with multiple reporting lines
  • Strong written and verbal communication skills, including presenting clearly and concisely to senior stakeholders
  • Political awareness; to be able to understand and work through conflicting requirements and priorities in an effective manner
  • Highly collaborative attitude and team working skills
  • Excellent relationship management skills, including the ability to influence, command credibility at a senior level and drive collaborative behaviour across competing organisations
  • Strong project management skills, including ability to schedule work and deliver to tight deadlines
  • Understanding the challenges of working on projects or programmes in a regulated and competitive business environment
  • Experience of using agile project management methodology
  • History in delivering complex transformation and handing multiple 3rd parties across such deliveries.
  • Ideally some experience in banking or payments technology as well as testing and launching large scale technology.
