Job Details

A Force Vetting Manager is required for a permanent role paying £39,877.88 per annum, plus £2700.10 London allowance per annum, with British Transport Police (BTP) based in London.

BTP is the national police Force for the rail network throughout Great Britain, including London Underground, across which we ensure the safety and security of nearly 3 billion passenger journeys and over 100 million tons of freight every year. The world in which we work is fast-paced, operationally and commercially demanding, and constantly changing. As Force Vetting Manager with BTP you will be accountable and responsible for all Force wide vetting matters including the strategic planning, development and maintenance of vetting across the force. The Force Vetting Manager will be the subject matter expert on vetting, providing expert advice to senior stakeholders, ensuring implementation of all necessary policies and procedures and other measures in compliance with the Authorised Professional Practice for Vetting.

As Force Vetting Manager you will be required to:

  • Ensure that the necessary strategic planning is established for the development and maintenance of vetting across the force, in order to achieve its strategic and operational goals and objectives, including the requirement to meet current and future needs of the Force.
  • Responsible for the management, development and training of the new vetting system, Core-vet, with a view to standardising processes and increasing productivity in collaboration with the City of London Police vetting team.
  • Ensure the achievement of a vetting policy in the Force which is proportionate and effective in addressing the risks associated with designated post-holders and non-police personnel, who require access to sensitive systems and information, ensuring that the risks are managed to prevent any detrimental effect on the delivery of operational performance of the force.
  • Ensure that the correct vetting level is recorded against every role within the Force, enabling the appropriate vetting level to be applied at initial recruitment and reviewed on any change of role or upon promotion.

Further information about this vacancy can be found in the attached job description. The successful Force Vetting Manager will be required to evidence the following:

  • Previous experience of supervising or managing a department, developing and implementing business processes within a demanding environment, utilising a high level of organisational ability and attention to detail.
  • Full working knowledge of Data Protection (GDPR) and Freedom of Information legislative requirements, Government Security Classification Policy and Management of Police Information (MOPI).
  • Knowledge and practical understanding of the College of Policing Vetting Code of Practice and associated guidance.
  • Possess excellent communication and interpersonal skills with the ability to influence and negotiate with all people at all levels, both internally and externally, in a positive and professional manner.
  • Experience of building persuasive and influential stakeholder relationships to influence internal and external agendas ensuring best possible position for BTP.
  • Experience of undertaking research/analysing/interpreting data and performance reporting.
  • Experience of multi-skilling and prioritising workload to meet deadlines/targets.
  • Experience and confidence in using different computer systems with the ability to interrogate computer databases and effectively present all results/findings (preferably core-vet).

Candidates internal to BTP must confirm that they are not subject to formal action plans for sickness/complaints/discipline or poor performance, that all mandatory training courses have been attended and are in ticket/up to date, that a 'developing' rating, or above, was achieved on the last reporting year PDR and they have completed their tenure period (6 months) for current substantive posting.

BTP has undertaken a review of Police Staff pensions and as a result of this the Police Staff pension will be changing. The current police staff pension is a Defined Benefit scheme which is administered by the Railways Pension scheme. The new pension scheme which is launching is a Defined Contribution scheme which is administered by Royal London. The new pension scheme is awaiting formal approval and an introductory date is not finalised. The earliest this will be is March 2022.
