The Project:

Britain???s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the ESMCP programme is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of front line police officers, paramedics and fire-fighters. This new Emergency Services Network (ESN) will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times.


The Role of a Resource Manager (Workforce Planning):

Within ESMCP, the successful candidate will work alongside the Senior Resource Manager/Senior Workforce Planner, implementing the planned resourcing strategies for the programme, working in line with the agreed programme requirements and standards, with a primary focus on recruitment, allocation of internal resources and capability mapping.


Typical role and responsibilities:

  • To work alongside the senior workforce manager to identify skills and competencies required and analyse skills gaps for new and existing staff.
  • To collect timely and accurate data to report on programme resource and capability activities on a regular basis to local or departmental teams. Highlighting key resourcing and capability risks.
  • To engage with stakeholders on resource management requirements working with the senior workforce planner.
  • Managing several key stakeholders to ensure localised workforce planning activity aligns to the overarching resource strategy and is completed effectively with a consistent approach
  • Support the creation and management of localised dashboards to aid reporting, enabling the programme to make strategic workforce planning decisions.
  • Support the day to day running of workforce planning activity, championing the use of best practice and ensuring the workforce profile is maintained in near ???real time???.
  • Working with team members and wider stakeholders in order to drive a consistent approach to workforce planning across ESMCP, continuously improving processes, tools and approaches.
  • Develop and maintain rolling tactical ???in year??? forecast in collaboration with the Senior Workforce Planner.
  • Facilitate monthly meetings with key stakeholders including but not limited to Finance and workstream leads to agree approved positions. Feedback any amendments to the system.
  • Support workforce planning conversations within the programme to ensure effective transition from consultants to a more sustainable methodology of working.


Essential Criteria and competencies:

  • Previous experience working in a workforce planning role or resource management role.
  • Well-developed stakeholder engagement skills, with ability to build and maintain rapport with a wide range of internal stakeholders.
  • Ability to present data in a user friendly and appealing way.
  • Excellent working knowledge of MS Excel.
  • Resilience and the ability to thrive in a fast paced and demanding programme environment.



Desirable Criteria:

  • APM Project Fundamentals
  • APM Project Management Qualification
  • Previous experience of working in the Home Office
  • SC Cleared
