Job Details

A Change Communications Manager is required for a permanent role paying £39,877.88 per annum plus £2700.10 London allowance per annum (if applicable), with British Transport Police (BTP). We have an agile working model and the post holder will work primarily from home with occasional dates at any of the following BTP Headquarters ; Cardiff, Leeds, Manchester, Birmingham or London. The post holder may need to go out and about on site to meet operational teams.

BTP is the national police Force for the rail network throughout Great Britain, including London Underground, across which we ensure the safety and security of nearly 3 billion passenger journeys and over 100 million tons of freight every year. The world in which we work is fast-paced, operationally and commercially demanding, and constantly changing.

The Internal Communications team is at an exciting juncture as we transform the way BTP communicates and engages with our dispersed workforce. Integral to this, is a compelling and outcome-focused Editorial Strategy that amplifies employee voice.

As Change Communications Manager you will be responsible for supporting the British Transport Police (BTP) in achieving its mission and vision by leading and advising the organization on how to adopt and implement best practice change communications. As Change Communications Manager you will also ensure that our people are properly consulted, involved and informed of change (be it organizational, cultural, transformational or technology-based) and what it means for them and the organisation as a whole.

As Change Communications Manager you will be required to:

  • Reporting to the Head of Internal Communications, the post holder will lead change programme communications that have a significant people impact to make sure that we are supporting our people through transformation in a structured, clear and empathetic way.
  • Set the strategic direction for internal change communications across the Force so that our communications are purposeful, informative and outcome-based.
  • Provide strategic and tactical advice to colleagues across the Force, including the Chief Officer Group and wider Senior Leadership Team on best practice, to drive employee engagement and affect behavioural change.
  • Communicate and engage on the organisations high-level cases for change, making sure that narrative is used to support and evidence business decisions - building trust and pride in the organisation and its leaders.
  • Plan, coordinate and lead the creation of outcome-based change communications plans for programmes with significant people change impact, ensuring that change management and behavioural change are at the forefront of our approach.

Further information about this vacancy can be found in the attached job description. The successful Change Communications Manager will be required to evidence the following:

  • Postgraduate qualification in Change Management and/or and IOIC/CIPR qualification in Internal Communications.
  • Proven experience of being an Internal Communications Leader who has Business Partner experience (preferably to Technology, Transformation or HR).
  • Proven success at designing, leading and implementing change communications plans that result in behavioural and organizational change.
  • Substantial experience of designing and implementing a 'Change Toolkit' to support leaders across the organization in leading small scale change for projects where the Internal Communications won't be available to support in an advisory capacity.
  • Build and lead teams to deliver effective, people-focussed communications and engagement.
  • Acts as a coach to Chief Officers, Senior Leaders and project owners to ensure they are fully engaged and understand their role in leading change.
  • Fluency in Welsh language, written and verbal is desirable (if based in Cardiff).

Candidates internal to BTP must confirm that they are not subject to formal action plans for sickness/complaints/discipline or poor performance, that all mandatory training courses have been attended and are in ticket/up to date, that a 'developing' rating, or above, was achieved on the last reporting year PDR and they have completed their tenure period (6 months) for current substantive posting.

BTP has undertaken a review of Police Staff pensions and as a result of this the Police Staff pension will be changing. The current police staff pension is a Defined Benefit scheme which is administered by the Railways Pension scheme. The new pension scheme which is launching is a Defined Contribution scheme which is administered by Royal London. The new pension scheme is awaiting formal approval and an introductory date is not finalised. The earliest this will be is March 2022.
