British Transport Police (BTP) have a fantastic opportunity for an experienced Commercial and Procurement Manager to join us as Senior Commercial Manager on a Fixed Term contract ending 31st October 2022.

The starting salary for this post is £50,617.58 - £53,848.49 per annum (dependent on experience) plus £7000 Market Supplement (pro rata). Those based in London will also receive a London Allowance of £2,700.10 per annum.

BTP is the national police force for the rail network throughout Great Britain, including London Underground, across which we ensure the safety and security of nearly 3 billion passenger journeys and over 100 million tons of freight every year. The world in which we work in fast-paced, operationally and commercially demanding, and constantly changing. We are a large, geographically dispersed organisation and as Senior Commercial Manager you will play an integral part in the day to day running of our Force.

This role can be based at either our Force Headquarters in Central London or at one of our other main offices located in Central Birmingham or Manchester, however as we are a national Force we are willing to discuss other suitable working locations and arrangements. Please note we are currently adopting a Blended Working approach which includes home working, so are also open to discussion regarding a flexible and agile approach to duties.

It is an exciting time to join the Commercial and Procurement Team in BTP as we continue to support front line policing and move towards supporting the transformation of the UK rail network as set out in the Williams-Shapps report.

As Senior Commercial Manager you will deliver high a professional competition management service where major competitions are lawfully run in line with stated procurement policy and best practice ensuring that business needs are met in a way that delivers quality and value for money. The successful candidate will predominantly manage our IT Commercial / Technology requirements so experience in the use of relevant frameworks such as CCS, G-Cloud, DoS etc will be an advantage. With an interesting and varied mix of work available there will also be opportunity to participate in other categories such as Learning and Development, Apprenticeships, Occupational Health, Language and Translation Services and Estates projects as well assisting in the delivery of an eclectic range of goods and services required to support front line policing.

More information about this post and its principle accountabilities can be found in Section D of the Job Description. In summary you will be required to:

  • Participate in the delivery of the commercial pipeline
  • Act as commercial lead for procurement competitions including engaging and advising stakeholders, the development and execution of procurement strategies, ensuring the adherence and compliance to policies, procedures, procurement Best Practice and procurement law.
  • Demonstrate commercial acumen and strategic approach to categories.
  • Provide commercial support and guidance to team members and work in partnership with wide range of stakeholders and senior managers.
  • Provide support to the wider Commercial Team and organisational business through future process or organisational change
  • Represent the Commercial Team both internally and externally as required.
Applicants should meet the following criteria before applying:

  • A fully qualified member of MCIPS or on track to achieving this within 12 months
  • Extensive and proven Commercial and Procurement experience (ideally at a similar senior position)
  • Experience in Strategic Procurement
  • Significant experience in risk mitigation through clear understanding of procurement law
  • Proven ability to deliver cash savings through application of commercial best practice
  • Ability to challenge and influence stakeholders
  • Awareness of the challenges facing the police service and public sector and the role that procurement can play in this

BTP has undertaken a review of Police Staff pensions and as a result of this the Police Staff pension will be changing. The current police staff pension is a Defined Benefit scheme which is administered by the Railways Pension scheme. The new pension scheme which is launching is a Defined Contribution scheme which is administered by Royal London. The new pension scheme is awaiting formal approval and an introductory date is not finalised. The earliest this will be is January 2022.
