The Ministry of Defence are seeking a Transition and Migration Manager to join their team in Corsham. This role will be flexi working with occasional travel expected to Basingstoke, London and other sites (infrequently).

Initial contracts will run until 31/03/2022 and offer a rate up to £540/day.

IR35 STATUS: Inside IR35. This engagement has been assessed by the public body as Inside IR35 legislation. Candidates would be required to operate through an umbrella company on this engagement.

This role requires Active DV (Developed Vetting) clearance. Applicants require active DV clearance or the willingness to go through clearance before starting on site. Candidates with current clearance will be preferred. Candidates must be sole UK nationals.

Main Responsibilities

  • Lead and manage Service Transition work-streams.
  • Assure the new Service Provider(s) to develop a Transition Approach to show how the risk to live and development services will be minimised, how dependencies will be managed, and how transition will be governed.
  • Assure the list of services the Contractor is expected to transition (referencing contract Schedule (Service Requirements) together with the approach to transition each service including Contractor activities, Outgoing Service Provider activities and Authority activities.
  • Develop and maintain transition plans to establish the overall integrated contract transition schedule including key milestones, dependencies with other programmes and projects, and report delivery by exception.
  • Produce transition management products to ensure transition readiness, engineering process readiness and service management readiness.
  • Budget and account for service transition activities and resources.
  • Develop and agree service transition acceptance criteria and track delivery against them, managing the associated risks.
  • Act as the Service Management lead for new services during their warranty period to provide continuity between project and run-state stages.
  • Report into Programme Board, Project and other Checkpoint meetings, and respond to Management Information requests as required.
  • Assure Service Management processes are transitioned from the Outgoing Service Provider(s) and the In-coming Service Provider(s).
  • Assure the Provider(s) manage Transfer Regulations (e.g. TUPE) effectively.
  • Manage Service Transition changes, issues, risks and maintain a RAIDO log.

Essential Skills and Experience

  • Project management (PRMG) Level 5: Delivering agreed outcomes from projects using appropriate management techniques, collaboration, leadership and governance. Must hold a current Project Management qualification through PRINCE 2/ APMP and have experience deploying and embedding Business Change to Military Front Line Commands.
  • Risk Management (RISK) Level 5: Planning and implementing organisation-wide processes and procedures for the management of risk to the success or integrity of the enterprise. Must hold a current Risk Management qualification and have demonstrable experience managing ICT delivery risks.
  • Project Management with change/transition experience
  • IT background
  • Senior leadership experience (not line management)

Desirable Skills and Experience

  • Scaled Agile Framework enterprise (SAFe): Experience applying Scaled Agile Framework (enterprise) methods and processes and demonstrated through “ Implementing SAFe” or “SAFe for Teams” qualifications and associated experience of delivery of large scale, IT based Release Trains.
  • Organisational change management (CIPM) Level 5: Planning, designing and implementing activities to transition the organisation and people to the required future state. Experience managing the transition of ICT services between service providers.
  • Stakeholder Relationship Management (RLMT) Level 5: Influencing stakeholder attitudes, decisions, and actions for mutual benefit demonstrated through experience of delivery of large scale ICT delivery projects.
  • Technology service management Level 5: Managing the provision of technology-based services to meet defined organisational needs. Must hold ITIL v7/8 Foundation qualification.
  • Change control (CHMG) Level 5: Assessing risks associated with proposed changes and ensuring changes to products, services or systems are controlled and coordinated. Demonstrated through experience delivering large Military ICT change projects.

Candidate Eligibility

Candidates must be eligible to work in the UK, this role will not offer Visa sponsorship. Tier 2 – General visas are cannot be accepted. This role requires that candidates be willing to undergo BPSS (DS) Baseline Personnel Security Standard (with a Disclosure Scotland).
