Contract Term: 6-9 Months

Location: Gosport / Remote (Would be required in Gosport, onsite, 2 days a week due to the nature of the role)

As a SC Cleared Programme Director, you will have: 

• Have overall responsibility for on time, cost, quality and content delivery of programmes and projects within the SDC Transformation programme
• Have responsibility for the SDC TX Programme and Project Management Team, including line management of programme and project managers, PMO staff and business change resources
• Day to day engagement with the contracted third-party delivery partner to assure delivery plans and the achievement of transformation objectives
• Oversee the measurement, reporting and management of business benefits delivered via the Transformation programme
• Facilitate good communications and relationships between senior stakeholders (including: MOD Policy staffs, single Service users), the contractor and programme team
• Help DBS and MOD staffs set the strategic direction of the programme
• Act as part of DBS SDC Tx Leadership Team

Specific Responsibilities include:

• Leading the Service Delivery Contract Transformation programme and ensuring delivery of programme outcomes and benefits.
• Leading the Mil Pers input to planning and quality assure the subsequent programme and project plans.
• Quality Assurance of the dependency management process, work with senior stakeholders to resolve issues and act as a link between the programme and business governance.
• Oversight of programme risk and issue management, ensuring mitigations are in place and resolved through negotiated agreement. Identify strategic risks and ensuring senior stakeholders are briefed and where appropriate enrolled in the management and control of these risks
• Planning the creation of, and quality assure, key programme artefacts such as programme business case, risk analysis, communications plan, schedule and benefits realisation plan.
• Establishing and owning the programme and project governance arrangements, setting project controls and implementing appropriate delivery frameworks.
• Building and maintaining a strong delivery-focused programme team, providing leadership, coaching and team development. Direct larger multidisciplinary teams to deliver successfully.
• Working with the senior stakeholder community across the complex stakeholder landscape, to obtain approval and to manage strategic and tactical stakeholder issues/problems, identifying new requirements, resolving areas of concern, and promoting effective use of DBS resources and systems.
• Representing SDC Tx at MoD level governance and functional boards
• Promoting and delivering business change. This post will be responsible for driving teams of senior stakeholders, business users, technologists and third parties (especially the Contractor) through the programme lifecycle, from initiation through to delivery and benefits realisation.

Essential Experience:

• A valid and active SC Clearance
• Strong, demonstrable programme leadership experience on complex Enterprise-wide transformation projects
• Managing Successful Programmes (MSP) Practitioner / APM Project Management Qualification (or other relevant industry body equivalent)
• Experience of working on Enterprise HR systems / projects / ERP / Shared Services

Desirable Experience:

• Experience of programme delivery in the public sector
• Experience of outsourced/partnered Information system delivery is highly desirable
• Experience of working with Enterprise Resource Planning products in an HR environment
• Knowledge and experience of the Military (Armed Forces) business space is highly desirable
• APM Registered Project Professional
• Project Leadership Professional (PLP)
• P3O Practitioner (or equivalent)
