This role will be a key leadership role working in Home Office to deliver the business transformation being enabled by the Delivery Department Cluster programme which is responding to the Government Shared Services strategy. This will affect over 450000 civil servants, providing business critical tools in human resources (HR), Finance, payroll and procurement.

The Delivery Department Cluster (DDC) comprises the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office. The DDC programme includes building a common operating model, a single ERP Cloud platform and Business Process Service for the Cluster.

The Role

The Project, Programme and Portfolio Management (PMO) function is responsible for supporting programme delivery.

As senior PMO, you will be responsible for defining and maintaining the standards for project management within the programme. You will collaborate and partner with colleagues and key stakeholders to ensure effective programme and project delivery. You will draw on your in-depth experience of working within PMO to help implement governance processes, tools, methodologies and controls within project teams, sharing your understanding of best practice.

To succeed in this role, you will be proactive and detail oriented, with the ability to work flexibly, focusing efforts and resources on priority activities as required. Provide strong, visible leadership of the Home Office Transformation programme championing the DDC strategy and vision. Cascade vision and translate into delivery objectives for the team

  • Putting in place and managing the PMO functions to appropriately support the Home Office programme teams to achieve the Business Case benefits and outcomes.
  • Establishing project controls to track programme delivery, reporting on progress and status to appropriate stakeholders.
  • Overseeing the establishment and management of the change control process, ensuring changes to scope, schedule, budget, resources, or quality are approved and well-documented.
  • Managing the development and agreement of programme budgets with key stakeholders, forecasting actual costs against these budgets, and reporting on project spend.
  • Defining and delivery of effective governance processes, providing the first line of project assurance; arranging external reviews at appropriate points in the lifecycle, and ensuring recommendations are actioned by teams.
  • Establishment of processes and standards for managing risks and issues within projects. Ensuring items are escalated to the appropriate stakeholders and boards as required.


Essential Criteria:

  • Working in a PMO environment and implementing best practice frameworks within which large scale projects and programmes were delivered.
  • Demonstrating expertise in core PMO functions such as planning, resource management, benefits management, risk management and governance and reporting.
  • Building, and maintaining, strong relationships with a broad range of stakeholders.
  • Demonstrating excellent interpersonal and communication skills, being able to tailor your approach to suit the audience and situation.
  • Managing, analysing and interpreting data, creating digestible and actionable reports for senior stakeholders.
  • Demonstrating strong team leadership skills, maintaining engagement with stakeholders and influencing others. 


Desirable Criteria:

  • Understanding different methodologies used in project delivery environments, such as Waterfall and Agile.
  • Demonstrating experience of large-scale project delivery in government environments.
