This role will be a key leadership role working in Home Office to deliver the business transformation being enabled by the Delivery Department Cluster programme which is responding to the Government Shared Services strategy. This will affect over 450000 civil servants, providing business critical tools in human resources (HR), Finance, payroll and procurement.

The Delivery Department Cluster (DDC) comprises the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office. The DDC programme includes building a common operating model, a single ERP Cloud platform and Business Process Service for the Cluster.

The Role

You will manage the Home Office programme through design, build and implementation working with and in support of the Delivery Department Cluster (DDC) programme to implement a new Shared Service Centre that includes ERP Cloud enabling technology and a business process service.  You will manage the Home Office programme team, supply chain of delivery partners and 3rd party service providers that support delivery. Critical to the success of the role will be the ability to plan and deliver business change within the Home Office to realise benefits.

  • Provide strong, visible leadership of the Home Office Transformation programme championing the DDC strategy and vision. Cascade vision and translate into delivery objectives for the team
  • Provide direction to the PMO function within the HO programme and ensure robust programme governance to manage reporting, plans, risk, issues, dependencies, change control, quality and finances.
  • Stakeholder management: Build effective delivery partnerships with the functional communities, HR, Finance, Commercial and Digital
  • Carry out horizon scanning for potential future issues that may affect the projects delivery and building relationships and interventions to address these prior to them adversely impacting the project understanding how to mitigate issues
  • Develop strategies to ensure the programme is appropriately resourced across the various workstreams and that prioritisation of activity is undertaken to ensure successful delivery of the HO programme and support of the DDC programme objectives.
  • Business case: Develop/input to DDC case leading on supporting clearance of the business case within Home Office.

Essential Criteria:

  • Experience of leading large-scale Transformation Programmes, developing clear vision and standards and championing
  • Evidence of understanding of the role culture plays in major transformation programmes and experience in successfully embedding culture change in a large organisation Managing and influencing senior relationships within the department and across government.

Desirable Criteria:

  • Providing visible and effective leadership to a multi-disciplinary team through either matrix and direct leadership ensuring that these specialisms are high performing.
  • Building strategic relationships with internal and external suppliers and delivery partners, managing their delivery in support of the project outcomes.
  • Delivering the implementation of ERP technologies, ideally SaaS based Cloud ERP’s which have supported finance, HR and payroll services in a large-scale organisation to budget and on time; including the management of complex and critical data migration activities.
  • Managing multi-million programme budgets, ensuring that accurate plans and financial models for future phases are developed and agreed and forecast actual costs against them.
  • Driving continuous improvement of risks and issues management process within a large and complex programme.
