About the job Summary

The NCA has recently adopted an Officer-centred, blended model to align learning within the Agency to the National Strategic Assessment and NCA Annual Plan.

The model is a significant shift from predominantly classroom-based courses to alternative delivery methods that support sustainable learning outcomes for officers and encourage self-directed, experiential and social learning to enhance educational activities.

Job description

Our Learning and Development Team apply the principle “Inspiring YOU to be your BEST” through ongoing engagement across the Agency, building trust and being a driving force for change and success as demands on the NCA develop and increase.

Learning needs within the Agency are very broad in scope. Internally delivered programmes include our award winning Initial Operational Training Programme (IOTP), a full range of niche and specialist operational and systems training directly related to fighting serious and organised crime, as well as more generic programmes covering interpersonal skills, leadership, management and inclusion, diversity and equality. We also manage the Agency’s Apprenticeship offering.
 

Responsibilities

Main Responsibilities

• Actively engage with teams and Commands regarding their learning requirements and identify learning solutions to their problems.
• Design, develop and deliver learning programmes using a variety of training methods.
• Alongside Learning Managers, take responsibility for understanding, challenging and managing learning for the Agency, ensuring appropriate prioritisation and allocation of resources.
• Role model the cultural change required to transform learning within NCA.
• Identify ways to add value and contribute to broader organisational learning (for example, Onboarding, Management and Leadership, Inclusion, Diversity and Equality, Wellbeing).
• Be proactive and identify continuous improvement opportunities - specifically regarding alternative, blended learning solutions embracing digital options.
• Embrace and contribute to digital learning solutions, encouraging officers to take more control of their learning process, and contribute to online discussions, creating knowledge items and collaborating in virtual classrooms.
• Role model continuous learning and professional development.
• Contribute to monthly reporting, collection and preparation data for financial and management information.
• Look to the future and work on predictions for ongoing learning requirements.
• Find cost-effective solutions to organisational questions and challenges.
• Promote inclusion, diversity, equality and wellbeing.
• Be conscious of spend and ensure best value for the public purse.
• Work collaboratively within and outside L&D.
• Demonstrate commitment to the NCA mission and keep abreast of NCA objectives and priorities.
• Role model the FIRST values.
• Be Ambitious, Brave and Creative.

***All NCA officers must hold SC Enhanced upon entry as a minimum. To meet the National Security Vetting requirements for this role you will need to have resided in the UK for a minimum of 3 out of the past 5 years. For more information please see the Candidate information Pack***

Qualifications

The following qualifications/skills are essential to the role and proof will be required at interview:

QCF Level 3 or above in Learning & Development.

  • A Sound knowledge of learning and development principles and practice.
  • Expertise in one or more of the following; Serious and Complex Investigations (interviewing); CPIA; Public Protection; CSAE; IPA 2016; Intelligence and Analysis skills; Advanced Driver Training; Surveillance skills.
  • Good collaboration skills, establishing and developing productive relationships with internal and external stakeholders.
  • Experience of delivering multiple projects to a high standard within tight deadlines.

Security

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is SECURITY CHECK (SC)
