As a member of the finance team you will be supporting the agency in protecting the public from serious and organised crime. We are looking for an experienced payroll manager to lead a team of staff based in Bristol to deliver payroll and pension services for the Agency.

Job description

The role is central to the oversight and administration of all payroll and pension matters for the Agency.

You will manage a team who are responsible for delivering all payroll activity as well as liaising with HR and finance function partners. You will use your strong technical and influencing skills and sound understanding of the business unit to provide advice, challenge and scrutiny to senior colleagues on all pay matters.

You will support senior managers in the administration and provision of advice on payroll and pension matters as well as being responsible for managing external stakeholder relationships.
 

Responsibilities

Main responsibilities:

• Support senior management in the delivery of an effective and efficient payroll and pensions service.
• Provide advice, both written and oral, to non-financial staff, including senior staff, up to Board level, on all aspects of pay and pensions including the effect of any changes to taxation and pension regulations.
• Ensure that payroll and pension systems are maintained and that both functions deliver an effective overall service, in line with the business requirements and both statutory and regulatory duties, including supporting documentation to audit standard, ensuring that the NCA complies with general accounting standards and NCA’s corporate governance requirements.
• Manage projects, resources, programmes, planning activity to ensure work is completed within agreed timescales/budgets and quality standards, in line with NCA policy.
• Manage the quality, secure handling and dissemination of data/information and develop policy, reports and procedures and manage data systems across business areas.
• Develop and build internal and external partner relations working collaboratively to foster good relations.
• Work with HMRC, government departments and attend working groups, government committees/meetings as required
• Manage the design, development, planning and delivery of training products to meet learning requirements.
• Manage issues relating to the performance and conduct of officers in line with the NCA values
• To manage/coach and develop staff

Memberships

The following qualifications/skills are essential to the role and proof will be required at interview:

Associate or Full membership of Chartered Institute of Payroll Professional or equivalent. You will be required to provide relevant paperwork.

  • Experience of supervision or first line management in a payroll and pension environment in a public sector setting.
  • Knowledge and understanding of PAYE and National Insurance and tax operations and legislation for employees for the tax treatment.
  • Excellent interpersonal skills/customer service skills.
  • Strong analytical and reasoning skills, and experience of analyzing information from a range of sources.
