As a Senior Civil Servant, your main responsibilities would be: 

  • Develop and maintain the Digital and Information Technology (D&IT) strategies for each of the functions and for their collective contributions to Defence.
  • As a member of the 3* D&IT Functional Coherence Board, contribute to the development and delivery of the Digital and IT functional strategy. 
  • Work with senior leaders in each function to understand and influence the functions’ business strategies and ensure the underpinning digital capabilities are fully integrated.
  • Understand the business outcomes of each function and the enabling high-level user requirements. Ensure these are reflected in future digital and IT investments.
  • Create and sustain a prioritised digital road-map for future investments together with the strategic framework to allow value optimisation.
  • Drive exploitation of existing and new D&IT capabilities to deliver business simplification and maximum business value.
  • Understand and assess the opportunities from emerging digital technologies to provide challenge to the business on different ways of working.
  • Act as champion for technology-driven innovation and keep connected to technology leaders in the market place, as well as the MOD’s CIO innovation team.
  • Ensure business readiness and capacity for change related to the Technology tier of the MOD Transformation programme.
  • Design and implement performance management governance regimes, to be used at the 3* Coherence Board and at senior management meetings within each of the 3* functional areas, that underpin the delivery of the portfolio of investment programmes.
  • Ensure all new digital and IT investments are aligned with the Defence ICT Design Authority.
  • Represent the Functions and be “the voice of the customer” in the IT shared services organisation (ISS) on shared information capabilities and ensure such needs are delivered in line with customer expectations; provide options that could help shared services drive efficiency of supply side costs.
  • Ensure information exploitation and data democratisation is leveraged to the fullest to enable the functions to become data driven organisations
  • Ensure the user community are sufficiently “digitally savvy” and trained to fully exploit current and future digital and IT technologies
  • Act as the Senior Information Risk Officer (SIRO) across the Functions to manage information and IT related risks and the trade-offs versus business value delivery; ensure comprehensive risk mitigation plans are in place and being managed.
  • Actively manage cross Government relationships for best practice sharing the digital agenda for functions linkage to other Government departments.
  • Manage financial delegations, expected to be £30m over 10 years, and to work with functional to develop strategic business cases requiring investments of up to several hundred £million.

 

 

You’ll have:

  • Valid and Active DV Clearance
  • Significant experience in shaping and delivering the Digital and IT strategic agendas for large complex enterprises.
  • Stakeholder management - ability to communicate ideas and solutions clearly and enthusiastically to a full range of stakeholders, from corporate CEOs through to digital IT specialists.
  • Critical thinking and problem solving - finding better ways to solve problems and logically identifying and analysing how different approaches can be used.
  • Proven track record of leading complex organisations through digital and IT to enable business change.
  • A clear passion for and understanding of the emerging digital technologies and the business possibilities they unlock.
  • Collaborating - working with others in cross functional and pan-organisational teams to create solutions.
  • Experience of working as an IT professional within enterprise enabling functions (e.g. HR; finance; Commercial) would be an advantage.
  • Experience of working in both the private sector and other government departments would be an advantage.
