BANK OF ENGLAND – PROJECT & PROGRAMMES DIVISION
The Projects and Programmes Division is responsible for all aspects of Bank of England’s programme and project delivery, in line with the Bank’s strategic priorities. This is achieved through effective central oversight of the Bank’s change portfolio, supported by professional management of significant business change initiatives to ensure successful delivery. The portfolio covers all types of projects from technical IT infrastructure projects, through the development and introduction of new business systems (including financial, risk, banking, and data systems), to projects focused on business change and/or policy development
ROLE REQUIREMENTS:

Performs the Scrum Master role for the technical delivery team:
-
Facilitates daily stand-ups
Facilitates sprint planning and retrospective ceremonies
Attend and facilitate sprint Show and Tells
Helps resolve or escalate blockers from teams

Delivery methodology established for effective direction and delivery
Agile/Waterfall hybrid within SDLC
Facilitates and supports all agile ceremonies, artefacts & processes
Work with Product Manager to provide product roadmap and prioritization
Work with Business Analysts, Developers, and testers to ensure that requirements are provided to agreed standards (Ready for Development)
Functional & Non-Functional Requirements

Track and report progress in line with teams’ agreed metrics

Product vision fully understood by the agile team and reflected in/during sprint planning sessions
RAID planning & capturing
Requirements Management

End-to-end Technical delivery
Support the Product Owner to meet the project vision
Active communication across individual technology domains
Dependencies defined, tracked and interlocked
Acceptance criteria understood and agreed.
Decommissioning plan agreed/ decommission tasks completed (where applicable).
Technology colleague training support plans in place.
Operational requirements delivered
Warranty completed successfully post go-live, and solution transitioned to the BAU technology teams (where applicable).

Guidance and support provided to the immediate agile team and wider project members as required
Coaching and mentoring of agile team to build and mature agile delivery capability.

Experience within long-term Change/Transformation projects /programmes
Demonstrable experience delivering high-level projects consistently within schedule
Strong adherence to Project Governance
A commitment to Continuous improvement / Continuous Delivery
Excellent Stakeholder Management skills, both technical and non-technical
Confident, assured, and willing to drive delivery
Knowledge of various project delivery methodologies

Agile Scrum Master Certification
PRINCE2
