As a SC Cleared Organisation Design Consultant, your main responsibilities would be: 

  • This role is a 'hands-on' Enterprise (business) architect role and requires working with others to specify, design and implement the Target Operating Model (TOM) and interim operation model(s) for the HERA products and services.  This requires Business architecture and organisation design skills (it is NOT an IT enterprise architect role)
  • Develop enterprise architecture and processes to embed the strategic application of change in the management of the HERA service and its symbiotic relationship with the wider organisation.
  • Ensure the buy-in of all key stakeholders.
  • Through the use of clear architectural models and the help of domain architects and SMEs (e.g. service architect, security architect, IT enterprise architect, solutions design, suppliers, FCDO IDD, Central Transformation Programme [CTP]), clarify the target and interim operating models for the HERA products and services with particular focus on:
  • how the business interoperates with HERA
  • the impact of HERA on the business design
  • issues, opportunities and risks for the business and for the central transformation programme (CTP) arising from the HERA TOM 
  • The most effective and viable organisation and function structures for the business and HERA (as relates to those with impact/support/interaction with/from HERA) e.g.
    • contract and supplier management,
    • the service function (‘intelligent client function’)
    • the IT service management function,
    • the business support function,
    • delivery/run partner and other suppliers, 3rd parties (including One HMG and PAGs)
  • Ensure clear definition of functions, their objectives, scope, boundary management, governance, decision rights (and delegated authorities), contractual/legislative and policy requirements, service catalogues/offerings, value management/charging mechanisms, integration to wider enterprise TOM and the CTP programme.
  • Provide clear definition of the required org structure, capabilities, capacity, competencies and controls.  Provide a clear assessment of gap analysis between the as-is and to-be for each transition stage/major release and approaches to successfully transition.
  • Create, maintain and iterate appropriate products (models, views, diagrams and documents) to enable implementation and evolution of the organisation to operate and maintain a quality, cost effective, value for money, high performing service.
  • Ensure appropriate industry best practice models, frameworks and approaches are embedded in the designs and that they align with FCDO strategies (incl. business, IT and commercial)
  • Use architectural models and processes to facilitate changes in the organisation's structure, business processes, systems and infrastructure -
  • This includes defining, developing, validating and reviewing conceptual, logical and physical designs for Release 3 and also for release 5 (and beyond ‘target state’).
  • This is a business enterprise architecture role focussed on the HERA (HR/HCM/Finance/ERP) services.  It is aligned to the HERA Operating Model [OMOD] Workstream and will benefit from a level of experience with HR and Finance/ERP systems and the related business and IT service management functions.
  • It requires experience of successful delivery of practical organisational design and implementation approaches relating to large enterprise systems implementations.
  • The FCDO is a merger of DFiD and FCO.  The ‘interim’ TOM for HERA R3 needs to be delivered rapidly and then iterated for R5 whilst taking account of organisational changes on a broader scale.

You’ll have relevant experience in:

  • It is expected that the successful person would have 5+ years in a enterprise architecture/ organisational design and have experience of working with enterprise functional architects and senior business stakeholders to develop and successfully implement/embed organisational change.
  • This is a ‘hands on’ role requiring the rapid delivery of practical/instantly usable products which support the practical realisation of effective business change across FCDO operational functions (by the business functions) e.g. HR, finance, payroll, expenses, a/c payable etc. and the supply chain for the HERA products and services.
  • The business enterprise architect is expected to finalise the FCDO HERA organisation and operations design (with input from others) and provide clear management processes/procedures in order to provide, maintain and evolve a quality HERA Service that meets or exceeds stakeholder requirements and is effectively embedded within the wider organisation.
  • The business enterprise architect will provide related support to the programme senior team and workstream leads and the business during each transition, cutover, ‘hypercare’ and early life support phase to enable rapid resolution of issues that may arise.
  • Previous experience as Business analyst or Enterprise Architect with practical hands on experience
  • Active SC Clearance is essential
