This role is currently remote working. As restrictions are eased the role will move to hybrid working.
Key Accountabilities:
- Build and lead a capable and engaged team of project officers, carrying out Line Management responsibilities for staff ensuring objectives are set and performance is reviewed and rewarded where appropriate/required.
- Work with the wider team to set and evolve the intended outcomes and benefits of each project, identifying inter-dependencies and putting plans in place to manage these.
- Manage programme governance arrangements, ways of working and project plans to ensure clear sight of deliverables, risks and timelines.
- Direct and guide the production of plans and strategies to support the Project Mandate, ensuring that risks are highlighted to the appropriate Governance Board.
- Develop and design new ideas and concepts into viable people policies and approaches, ensuring they meet the intended outcomes and benefits agreed at the start of the project.
- Ensure the work of the team is well organised to provide documents that clearly and succinctly articulate the expected benefits of projects, outcomes and their value to the organisation
- Represent the team at governance and programme boards, and in interactions with various stakeholder groups.
- Provide timely and up to date progress reports to Head of People and to various stakeholder groups as required.
- Work with the Head of People to lead, develop and engage the wider team, ensuring supportive working practices are in place, people are clear on their roles and responsibilities and a collaborative culture is encouraged.
- Manage projects in a way that reflects best practice, helping to establish the team as experts problem solvers in the field of HR and people.
Key Requirements:
- Proven track record of successfully managing complex programmes and projects
- Experience of setting and developing programme strategy and working within various governance arrangements
- An ability to apply rigour and structure to various workstreams in order to drive delivery and realisation of benefits
- Highly organised with well developed written and verbal communication skills
- A creative problem solver who can balance this with timely delivery
- Strong stakeholder management and influencing skills
- Experienced people manager with a track record of building and developing high performing teams
- Ability to manage multiple projects at the same time
- Able to lead others through the development of concepts and ideas
Desirable
- Experience of managing people related change projects, HR experience would be beneficial
- Experience of working as part of an agile team
- Experience of working within a central government ministry
