The Senior Data Analystis responsible for scrutinising information using data analysis tools. Interpreting data, analysing results using statistical techniques, Developing and implementing data analyses, data collection systems and other strategies that optimize statistical efficiency and quality and acquiring data from primary or secondary data sources and maintaining databases. They will Identify, analyse, and interpret trends or patterns in complex data sets and develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.

Government Communications Service

We are working on a Cross Government Transformation Programme within the Government Communications Service (GCS) - ‘Reshaping GCS’. This programme, whilst led from within Cabinet Office will impact all departments and Arms Length Bodies (ALBs). It is vital that our team has the breadth of skills and capabilities and diversity of backgrounds and experiences we need to perform our role to the highest standards.

Within the RGCS programme we have a number of key areas of work requiring an experienced data analyst, whilst working in the heart of a multidisciplinary team.

This is a unique and exciting opportunity to join this high profile, new programme which has the full support of the Prime Minister. In 2020, we conducted an audit of the communications profession across government, amounting to more than 7,000 individuals and associated pay and campaigns costs. Now, we are looking for a Senior Data Analystto develop this further. You must be naturally inquisitive and analytical, and comfortable with working with and challenging imperfect information, introducing order and consistency. You must have the ability to quickly understand the implications of the information you are working with and draw meaning from the dataset. You will also ensure that the processes and data management structures are clear and documented so that the data is auditable and a single source of the truth is available and consistent as the programme moves into future phases.

You will have a strong ability to prioritise and influence at all levels of the organisation. You will be part of a multi-discipline team and will work with workstream leads to shape the dataset into the final product and build processes to support future data collection over the next year. You will also work closely with a team working on the Business Case for this programme, shaping and delivering a benefits strategy. 

You will be comfortable leading conversations with other departments about their data, and running workshops and fact-finding sessions.   

You will take full responsibility for the communications profession dataset and deliver products to timescales, flagging risks and blockers and providing support to other members of the team to meet shared outcomes.

Key accountabilities

●            Take ownership of the collection, organisation, cleaning and quality assurance of data from a variety of internal and external sources.

 

●            Manage large datasets containing HR, departmental and financial data relating to the cross-government communications profession; ensure a high-quality standard is maintained by following recognised industry methodologies.

 

●            Lead a data cleansing process to produce a robust, final baseline for use in the outline business case and to underlie future benefits tracking

 

●            Ensure RGCS data management is compliant with all relevant data protection and other data security/confidentiality protocols. 

 

●            Liaise with stakeholders to gather additional requirements, understand the insights they would like to gain, and determine the best metrics to use to fulfil the requirement. Collaborate with colleagues to keep them informed of progress and potential issues as they arise

 

●            Produce clear documentation and data structures that are both auditable and can be easily understood by f   uture team members

●            Use your business insight and communication skills to collaborate and build relationships, successfully turning complex information into impactful insight

 

●            Lead conversations with other government departments and arm’s length bodies to understand their data, and drive consistency to enable comparison between organisations

 

●            Quickly adapt to the nuances of the communications profession in order to understand the dataset and add value

 

●            Deliver better insight from our data by optimising data collection, creating or improving data visualisations and reports, and crafting narratives with data

 

●            Proactively share knowledge and skills to increase overall capability, and take personal responsibility for maintaining up-to-date knowledge in the areas of data analytics/data science.

 

Essential Skills and Experience

  •  Strong expertise in carrying out data cleansing and data linking, with rigorous data validation and quality assurance across a variety of data types. Proficiency in best-practice data management, comfortable working with structured datasets; proficiency in defining and initiating work concerned with data and data analytics; comfortable with ambiguity and imperfection in data Strong Excel skills to manage, analyse and visualise data  Proven ability and experience in statistics, data analysis: you will have very strong analytical skills - analysing a range of information and evaluating evidence to make decisions Ability to establish effective relationships with people who have different positions and hold different perspectives, and ability to influence and use these skills across organisational boundaries Very strong written, verbal and presentation skills, able to communicate complex ideas in a simple and compelling manner to inform and influence senior-level decision making, including ability to communicate the results of analysis clearly to a range of non-technical stakeholders

Desirable Skills

  • Previous experience of working with HR and financial data
  • Understanding of, and experience working as part of a Transformation Programme
  • Understanding of, and experience using, data modelling tools and techniques, and the ability to apply this knowledge when developing targeted solutions to deliver business benefit. (e.g. SPSS, SAS, SQL, Tableau)
  •  Experience of working on a Business Case.
