Our client, a large government customer, are seeking a DtBS Secretariat and PMO Manager to join their team. The role is home based with some travel to client sites when required. Travel will primarily be to Corsham, likely one a month. The role requires SC clearance.

Requirements are scheduled to run until 30/09/2021

Rate: £450 - £550/day

IR35 STATUS: Inside IR35. Our client has indicated that they intend to operate the engagement as Inside IR35. Candidates would be required to operate through an umbrella company on this engagement. The rates above represent rate payable to the umbrella co.

Job Purpose

Reporting to the Hd C4i Joint User to manage DtBS Steering Group (SG) governance, aid the effective cascading of decision making (including collation and circulation of pre-and post-meeting materials). The secretariat role includes several additional PMO functions including the maintenance of PMO knowledge, data, tools and standards as well as stakeholder liaison and engagement to ensure coherent and effective communications and information sharing across the C4i area of interest.

Main Responsibilities

  • Maintaining membership lists and contact information, scheduling meetings, identifying venues, developing agendas, sharing papers, facilitating; approvals, escalations and decision making, recording actions and decisions, taking and issuing meeting minutes and all other activities necessary for the successful and timely holding of these meetings.
  • Maintain PMO knowledge, data, software tools and standards including Issue/Intervention backlog, Stakeholder master list and reference library/index.
  • Consolidate data into routine reporting and quarterly DtBS SG briefings.
  • Maintain master plan of PMO activities and task KANBAN log.
  • Organise and chair weekly PMO ‘drum-beat’ planning and progress meetings.
  • Ongoing liaison with the MDI Change Programme PMO.
  • Plan, schedule, coordinate and record stakeholder engagement.
  • Engage with the delivery agents assigned to implement DtBS Interventions to check that the DtBS approved course of action and associated benefits are being delivered. Source timely and regular reports from delivery agents on progress delivering approved courses of action. Report on delivery performance data against plan, identifying where teams are failing to plan, engage or deliver the expected outcomes.
  • Reporting to the Hd C4i Joint User and lead the planning and processes for the design of Intervention Courses of Action (COA) which deliver enhanced C4i Capability Coherence.
  • Plan and coordinate Intervention COA design activities on a three-month rolling cycle. Maintain Intervention data including the status of COA design activities, providing views and reports on interventions COA, their priority and status, to support transparency and decision making.
  • Provide reports on COA Design performance data against plan which will identify where teams are failing to plan, engage or deliver the expected outcomes.
  • Facilitate opportunities for innovation in Intervention COA options analysis and lead the development and implementation of continuous improvement of the capability coherence processes, tools, data, training, analysis, governance and planning.
  • Develop terms of reference and skill sets for COA design teams/SMEs aligned to the needs of the Intervention and the subject area knowledge required.
  • Brief Intervention COA Design lead and team, including handing over the data collected during Discovery.
  • Maintain capability coherence data schema, guidance, workbooks and software tools and coach COA design teams in their practical application.
  • Ensure intervention COA data is captured in enough detail to evidence the recommended COA and provide a sound basis for the Delivery Agent business case. Key data includes stakeholders engaged, reference documents, derived requirements and Benefits, Risks, Issues, Assumptions and Opportunities (BRAIDO).
  • Ensure the recommended Intervention COA meets Steering Group expectations and is presented in a consistent way for a 2* audience.
  • Source and share relevant knowledge, principles and architectural standards (best practice, standards, policies and strategies) from the wider community.
  • Provide an escalation path when the COA design team hits a ‘blocker’ or is unable to identify or engage appropriate SMEs.

Essential Requirements

  • Previous experience working in Defence and good understanding of how Defence Digital Operates
  • Knowledge and understanding of how UKStratCom operates
  • Ability to work on MOD OS material
  • Experience in consulting and working directly with client
  • SC Cleared

  • Access to Modnet Laptop

Candidate Eligibility

Candidates must be eligible to work in the UK, this role will not offer Visa sponsorship. Tier 2 – General visas are cannot be accepted.
