DESCRIPTION OF DUTIES

Your daily role responsibilities will be as follows:

  • Perform as first line functional support for ACO HQs staff requiring assistance related to FinS application software and related tools.
  • Manages user access controls (user creation, deactivation, reset password) and users’ responsibilities in FinS
  • Implements system recommendations related to system internal control activities.
  • Acts as ACO POC with NCIA SSBA functional, technical and applications system administrator, ensuring controls/security of the system and follow-up of the NCIA incidents, coordinate system updates and patches for all ACO sites.
  • Troubleshoot FinS problems and workflow issues related to FinS utilization within FINAC as well as other staff elements of all ACO HQs using specific tools (i.e.- Oracle Workflow, Oracle Discoverer, GL Wand, AME, etc.)
  • Design and build management and financial reports to be used by all ACO Community (Discoverer, GL Wand, XML Publisher, SQL query)
  • Enters/maintains other core data elements in FinS (i.e.- travel destinations, mode of travel, etc.)
  • Implements any system changes as directed by the FinS Configuration Management Board or by NCIA SSBA (CPU, certificates, DB/ Server upgrade), tests, documents,
  • Coordinates with the key users, coordinates the resolution of issues between the FinS Service Desk and the ACO Key users and NCIA SSBA;
  • Represents the ACO Commands in FinS development activities and establishing procedures with subordinate HQs for linkages into the centralized FinS configuration.
  • Supervises all transactional processes related to the centralized FinS installation
  • Involved in the execution of the different aspects of the project
  • Prepares technical, functional and user documentation
  • Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies
  • Provides leadership on introducing and advising technological changes; prepares various technical reports

REQUIRED QUALIFICATIONS 

If you have passion for the work described above, here are the basic qualifications we are looking for:

  • Broad experience and knowledge of Oracle E-business suite version 12.1.3, with specific knowledge in General Ledger (GL), Accounts Receivable (AR), Accounts Payable(AP), Cash Management (CE), Purchasing (PO), Advanced Procurement, Cash Management, Travel and Fixed Assets.
  • Experience in first line of functional support to end-users in the form of investigating and resolving problems, documenting solutions and providing information about the ERP Oracle Financial system.
  • Experience in workflow management, AME configuration and forms personalisation, basic SQL experience.
  • Accounting knowledge including encumbrance accounting, accrual accounting and experience of Public Sector accounting processes
  • Able to run Financial Statement Generator and Discoverer reports
  • Able to use Application Desktop Integrator.
  • Minimum experience of 2 years in providing Oracle Applications functional support. A minimum of 2 years of progressively responsible experience in ERP implementation projects and business process reengineering or related field is required.
  • Four years’ experience in integrating new policies, processes, technology & organisation in a financial system
  • Capable of working harmoniously and tactfully in a multi-national, multi-cultural environment.
  • Experience of working independently and highly organised
  • Good communications skills
  • Language: English (Native or fluent)
  • In possession of an Active National or NATO Secret security clearance

DESIRABLE EXPERIENCE

  • Experience working on NATO ERP software
  • Experience working within an environment comprised of both military and civilians
