Required Security Clearance: NATO Secret

  • Organize and engage in scoping discussions with NHQC3S sponsors and project team members on PoW activities, elaborate work plans, and act as technical lead and/or senior contributor to the work to be conducted.
  • Participate in the formulation, planning and execution of technical and scientific NATO and multi¬national programmes of work in tactical CIS areas including tactical communications and doctrine, tactical waveforms, mobile wireless communications, electronic warfare, and radio-frequency spectrum management and policy.
  • Conduct analyses of NATO documents and doctrine in the area of Electronic Warfare, Electromagnetic Operations, Spectrum Policy, Spectrum Sharing, Tactical Operations, Tactical CIS (concepts, architectures and technical analyses).
  • Organize coordination meetings with project teams and other internal and external NATO stakeholders.
  • Provide technical briefings on the progress of the various work activities, making sure that work plans are followed and meet internal and external milestones.
  • Elaborate high-quality technical reports and briefs to be circulated as NATO technical documents and inputs to NATO committees and other forums.
  • Give scientific briefings and presentations.
  • Perform other duties as required, including deputizing for the senior project team members as required.

Requirements

  • Required Security Clearance: NATO Secret
  • A senior profile matching the level of a principal scientist with a track record of technical and technical management work in the areas of Spectrum Policy and Tactical CIS, with proven military and NATO experience.
  • A Master of Science (MSc) degree at a reputable university in a related discipline with a minimum of 5 years' relevant demonstrated post-related experience.
  • Extensive and demonstrated experience within the following areas:
  • Planning, design, system engineering and architecture development of large tactical wireless systems or networks in military contexts;
  • Wireless communications systems both at the physical layer and at system level including protocols and wireless technologies;
  • Radio wave propagation mechanisms, impairments and mitigations in VHF to SHF bands;
  • Concepts and analyses in the area of Electronic Warfare, Spectrum Management and Policy, Tactical CIS, Spectrum Sharing and Dynamic Spectrum Management;
  • Spectrum management including interference analyses and sharing studies.
  • Experience in supporting technical and scientific projects for large military organizations;
  • Ability to apply architecture methodologies to express complex systems of systems in architectural terms and models of varying detail.
  • Recognized track record in dealing with stakeholders, understanding their needs, problems, and requests and proposing constructive ways ahead.
  • Proven ability to communicate effectively in English both in writing and orally with excellent writing and briefing skills to different types of audiences, including providing briefings, writing high-quality technical reports and scientific papers.
