The purpose of this role is to assist senior managers in conducting investigations and other enforcement casework in sectorial, competition, consumer protection and cyber security cases, and to assist in the development of enforcement policy in the energy sector. 

Our work has a real impact on consumers, industry stakeholders and the development of energy policy in Great Britain; it spans the whole breadth of the sector and covers some of the hottest topics in the UK energy market. This is a fantastic opportunity to gain experience of regulatory investigations and other enforcement tools such as provisional and final orders. Our multi-disciplinary team works on high-profile and complex enforcement activity, as well as key enforcement policy issues. 

The Enforcement team sits within Ofgem’s Enforcement and Emerging Issues directorate. We are a dynamic team of experienced and enthusiastic casework and policy professionals across London and Glasgow and undertake a mix of fast-paced work and longer-term deliverables. The team is also leading the thinking on enforceability of principle-based rules and Ofgem’s future approach to compliance and enforcement, as the energy market and our regulatory framework evolve.

We have two roles available. One of these roles will mainly centre on enforcement in cyber security in the energy sector, while the other role will focus on general enforcement in the energy sector. Please state which role you are interested in. 

These role involves playing a critical part in supporting investigations, advising on options, and helping to continuously improve Ofgem’s policy and processes for use of its sectorial, competition law, cyber security and consumer protection powers within energy markets. 

Analysis is a key part of the role as you will work on assessing evidence in (often complex) investigations, as well as on producing internal documents and drafting papers for submission to decision-makers.

Responsibilities

Successful candidates will be expected to deliver on casework and projects/parts of projects that include: 

• understanding non-compliance issues and identifying the licence conditions or consumer/competition/cyber security laws that may have been breached 
• identifying the questions that need to be answered in order to firmly establish whether there is a breach, and the extent of any breach, seeking input from more senior colleagues, and legal/policy teams as required 
• engaging with whistle-blowers and external parties under investigation 
• analysing information and data to corroborate, or not, the potential breach and assessing the quality of the available evidence 
• contributing to development of a theory of harm resulting from a potential breach 
• analysing qualitative information and numerical data in order to calculate the gain and detriment caused 
• drafting and structuring documents which explain a case clearly and concisely
