Job Description Summary The post will be part of the Logistics & Warehousing organisation for the largest aircraft engine servicing facility in the world. The successful candidate will Lead the Logistics function within GE Wales as well as holding accountability for all aspects of Logistics Operational performance. Logistics Operations include Logistics Operational Team management, performance of all shipping and transportation for the site from a Global Supply Chain, and delivery of material to and from GE Aviation Wales. The role also takes ownership over a number of 3rd and 4th Party Logistics Suppliers, as well as all customs compliance and regulatory activities. A solid mix of strategic and tactical engagement is key, utilising process improvement techniques in a Lean environment to keep driving world class standards across the function. The post holder will have 8 - 10 direct reports and shared dotted-line reporting of circa 15+ personnel. A key responsibility will be to ensure that the company's compliance is maintained on all material movements, with ongoing focus on customs activities supported by the business Customs Specialist, compliance to AEO and IP regulations, as well as maintaining the business Known Consignor status.

Job Description KEY ROLES & RESPONSIBILITIES
  • Strong understanding of Logistics Operational Processes, with experience of 3rd Party Logistics Supplier Engagement and Management
  • A Proven Data Driven approach, with experience of Lean Process improvement to remove and minimise waste. Driving change through Lean initiatives is key  
  • A core understanding of how to deal with complex Logistics exceptions, including the expedite of items between sites, and the processes within Forwarding and Courier services to manage this
  • An understanding of Freight Payment processes, including cost allocation and duty payment. Negotiate and Co-ordinate with freight agents to ensure associated transportation and compliance costs are allocated correctly and further review all opportunities for cost reductions, whilst maintaining the company confidentiality in respect of all freight rates negotiated
  • Have professional attributes to deal with customers, contractors and auditors face-to-face
  • Understanding of technical issues such as Airworthiness Directives (AD's) and transport quality/compliance standards
  • Have experience and communication skills to deal with large cross-section of the business
  • Understand business metrics, budgetary management, and functional metrics
  • Be equipped to effectively work quality issues
  • Site focal person and overall responsibility for Aviation Security compliance for the CAA / DfT and Known Consignor Processes
  • Controller of insurance (Risk Management) in respect of all freight movements
  • Be able to act as a possible stand-in/stand-up for the site Senior Logistics and Warehousing Staff Manager
  • Understanding of engine receipt and signing processes is desirable

KEY CUSTOMS & COMPLIANCE TASKS/FUNCTIONS
  • An ongoing focus on Customs Import and Export practices
  • Ability to understand and operate within airworthiness legislation requirements, customs regulations, Approved Economic Operator (AEO), Known Cargo Level 1 - 8 (KC), and Inward Processing Relief (IPR) legislation
  • Develop and maintain the highest standard of accuracy of the company procedures to meet the demands as specified by H M Customs and Excise
  • Liaise with GE Aviation HQ on specific compliance issues
  • Be the central point of contact for the business and provide support on contract flow down and all International commercial terms issues
  • Co-ordinate monthly Intrastat (European Freight Movements) reporting to HM Customs & Excise, where applicable
  • Focal point for safe transportation of dangerous goods, must be able to become Certificated IATA/ICAO (safe transportation of Dangerous Goods By Air) - training would be supported by business

REQUIREMENTS
  • Advanced computer literacy skills, with ongoing experience of windows-based packages
  • Previous experience leading in Logistics and/or Operations - Preferably within Manufacturing/Servicing, however FMCG and Distribution will also be applicable
  • Bachelors Degree / relevant diploma holder - Logistics and Supply Chain advantageous, other relevant experience will be taken into account
  • Possess excellent communication skills
  • Possess an innovative, logical and creative approach to resolving issues and process improvements
  • Experience Leading Change
  • Must be an effective team player with ability to motivate others
  • Must be a good negotiator
  • Must be adaptable to change

DESIRABLE QUALIFICATIONS & CHARACTERISTICS
  • Understanding of HM Customs & Excise IPR, End Use and Community Control procedures
  • Understanding of AEO authorisation and auditing processes
  • Certified IATA/ICAO (safe transportation of dangerous goods)
  • Be able to demonstrate a knowledge of Lean Six Sigma techniques - with a focus on Waste Removal and Digitisation
  • Kaizen Breakthrough / Improvement Project Experience
  • Understanding of Lean Principles such as Standard Work, 5S, Kaizen, GEMBA
  • Professional qualifications section 5 of AEO, plus Known Cargo level 7-8 trained must be in place or gained whilst with the business
