The Department for Business, Energy and Industrial Strategy are seeking a Commercial Support to Contract Management to join their team. This role is remote working.

Team: Department for Business Energy and Industrial Strategy|BEIS Core

Initial contracts will run for 3 months initially and offer a rate up to £712/day.

IR35 STATUS: Inside IR35. This engagement has been assessed by the public body as Inside IR35 legislation. Candidates would be required to operate through an umbrella company on this engagement.

This role requires Active SC (Security Check) clearance. Applicants require active SC clearance or the willingness to go through clearance before starting on site. Candidates with current clearance will be preferred.

Role Overview

The role of the ACS, Commercial Support to Contract Management within our Commercial Team is to provide commercial support to ensure that contract / subcontract performance is optimised and compliance is maintained to the contract itself and that departmental, GCO, and wider government guidelines regarding contract management are effectively implemented. In addition to commercial acumen, the role requires strong relationships with a range of internal and external stakeholders including colleagues across the department. This role will require the management of one or more high priority contracts and the implementation of processes to ensure contract compliance and high-quality service delivery.

Key Responsibilities

  • Contract administration. This includes leading contract documentation, and an audit trail to support decisions and payments, placing orders and processing invoices.
  • Service Delivery Management. Leading contract delivery, assuring it is up to satisfaction i.e. that volumes, service levels and other contractual requirements are being delivered to deadline and fulfilling their obligations
  • Relationship Management. Manages supplier/stakeholder relationships build an effective working relationship within the multi-disciplinary contract management team, the supplier and with external stakeholders.
  • Change Management. Leading in regards to any changes that need to happen to the contract, including contract variation if needed. Provide expert advice on relevant regulations and compliance issues with contractors. Being aware of external changes which might impact on this or future contracts e.g. changes in the market or technological advances.
  • Risk Management. Provides practical advice to stakeholders having identified, evaluated, negotiated and apportioned contract risks.
  • Financial Oversight. Ensure that effective financial management arrangements are in place for all contracts. This includes budgetary controls, processing and checking invoices and financial control arrangements which provide adequate assurance that the financial terms of the contract are met and that the Department is getting what it is paying for
  • Leads transition management, exit strategy and contract negotiations, including driving value from the use of performance metrics and success criteria.
  • Provide leadership direction, standards and advice to guide and motivate the wider VTF Commercial function, contributing to the culture of meeting the highest commercial standards and continuous learning and improvement.

Essential Criteria

  • Previous commercial, or direct contract management experience of large contracts with complex commercial structures and interfaces
  • An understanding of financial elements within contracts including prices/costs and supplier margins in order to consider when a contract provides best value for taxpayers whilst creating and maintaining a sustainable yet competitive commercial solution;
  • Awareness of official commercial guidelines, ideally with experience of implementing such guidelines
  • MCIPS or equivalent qualifications or experience
  • Experience of managing contracts successfully in a fast-paced, changing environment
  • Ensuring contract compliance and quality of delivery to the highest standards
  • In addition, candidates must be able to demonstrate:
  • An ability to apply commercial skills to manage and mitigate contractual risks and issues;
  • Experience of leading the development and embedding of contract management across large, complex organizations. This includes overseeing the development of robust tools, techniques and processes and engaging with stakeholders across the business;
  • Experience of working with key stakeholders to build and manage supplier relationships and/or managing conflict resolution between internal stakeholders, supply chain colleagues and suppliers to ensure that contract performance and financial targets are achieved.

Candidate Eligibility

Candidates must be eligible to work in the UK, this role will not offer Visa sponsorship. Tier 2 – General visas are cannot be accepted. This role requires that candidates be willing to undergo BPSS (DS) Baseline Personnel Security Standard (with a Disclosure Scotland).
