The Defence Science and Technology Laboratory are seeking an Estates Contract Manager to join their team in Salisbury.

Team: Ministry of Defence|Defence Science and Technology Laboratory|Operations

Initial contracts will run for 120 days and offer a rate up to £450/day.

IR35 STATUS: Inside IR35. This engagement has been assessed by the public body as Inside IR35 legislation. Candidates would be required to operate through an umbrella company on this engagement.

This role requires Active SC (Security Check) clearance. Applicants require active SC clearance or the willingness to go through clearance before starting on site. Candidates with current clearance will be preferred. Candidates must be a sole UK national.

DSTL are looking for someone who can:

  • Collaborate with the BSS providers to ensure their delivery is in accordance with the contract.
  • Support the Estates Contract Management Leader in the smooth running of day-to-day service delivery, managing and resolving escalated issues.
  • Support the Estates Contract Management Leader in the oversight of service providers ensuring that services represent value for money and are in accordance with the contract. Ensure through participating in assurance checks, auditing and monitoring of KPIs the BSS contractor is effective in delivering Dstl requirements.
  • Use effective marketing and communications across the business to ensure wider knowledge and use of BSS capabilities.
  • Identify and inform the Estates Contract Management Leader in relation to managing the process for resolution of contributing events including Defects, Early Warning Notices and Compensation Events where applicable.
  • Actively participate in networking with other Contract Management professionals inside and outside government, and share good practice and learning.
  • Undertake reviews and provide input to support the development of the Operations Division Strategy and wider Dstl policy.
  • Identify achievements, risks and issues associated with the delivery of the BSS service contracts, ensuring that these are logged and reviewed on a regular basis. Those that cannot be mitigated are escalated for resolution to the Estates Contract Management Leader.
  • Establish and maintain collaborative supplier relationships to drive customer experience in line with the Operations Division Strategic Focus – Understanding Our Customers.

Key Tasks will include:

  • Ensure the BSS contracts are delivered effectively; managing risk, stakeholder relationships and the associated costs to ensure that both parties get the result they originally agreed.
  • Adopt best practice in Contract Management, exploiting the Dstl tools, techniques and resources to ensure that maximum value and outcome is extracted from all BSS contracts.
  • Follow best practice, as outlined in the MoD’s Contract Management Commercial Policy Statement and in the Government Commercial Function (GCF) Contract Management Professional Standards.
  • Support annual audits of all Dstl Silver and Gold (higher value and complexity) contracts and audits of a selected sample of Bronze (lower value complexity) contracts.
  • Ensure contracts have a documented Contract Management Plan with the roles and responsibilities clearly articulated within.
  • Ensure appropriate business continuity and contingency plans are in place.
  • Work closely with commercial, operational and finance staff to ensure contracts are delivered as required.
  • Develop flexible approaches to change and continuous improvement through both through the contract and through joint working with suppliers. Continually drive value for money and seek out and implement innovative ideas for improvement.
  • Promote a single fully integrated team where the supplier and the customer work as a single team with one focus to ensure delivery of the successful outcomes.
  • Administer contracts proactively and efficiently, making maximum use of benchmarking and performance measurement data to drive improvements.

Essential Qualifications, Skills and Experience

  • Government Commercial Function, Contract Management Practitioner Level. If not already held, the Foundation Level should be passed within 1 month of commencing the role and Practitioner Level as soon as practically possible (dependent on course dates).
  • A willingness to undertake further training and CPD related to the role.
  • Experience of contractor management and supplier relationship management
  • Experience of understanding customer needs and delivering the required outcomes
  • Sound commercial awareness
  • Commitment to delivering a high quality, cost effective service
  • Experience of working to budget and quality
  • Experience of delivering change control
  • Proven track record of effective risk management

Desirable Qualifications, Skills and Experience

  • A recognised Commercial related professional qualification
  • Experience of managing similar service contracts
  • Good project management skills with the ability to successfully drive through and complete business change
  • Experience of developing and improving supplier performance
  • Experience of working within a similar environment to Dstl

Candidate Eligibility

Candidates must be eligible to work in the UK, this role will not offer Visa sponsorship. Tier 2 – General visas are cannot be accepted. This role requires that candidates be willing to undergo BPSS (DS) Baseline Personnel Security Standard (with a Disclosure Scotland).
