NATO Oracle Specialist

Total scope of request - 1300 hours

Duty Location: Geilenkirchen, Germany

START DATE: 15th March 2021

Equivalent NATO Grade: B4

REQUIRED SECURITY CLEARANCE: NATO SECRET

Note: For all Level-of-Effort and Completion-Type requests processed outside of IWC Value Stream, and for which contractor will not be reimbursed directly by NCIA for travel expenses, additional travel funding shall be allocated on a Not-to exceed basis when yearly Option is exercised.

Annex A – Special Terms and Conditions

Contractor will be responsible for complying with respective national requirements for working permits, visas, taxes social security etc. whilst working on site at NAEW&CF, Geilenkirchen, DEU. No special status is either conferred or implied by host organisation, NAEW&C Force on to contractor whilst working on site.

Please note, to be successful, required expertise is Oracle Database and Application Server Administration. Candidate must have skills and experience in both. Previous candidates were technically non-compliant for following reasons:

- Candidate’s expertise focused on Oracle E-business. Required expertise is Oracle Database and Application Server Administration

- Candidate is MS SQL Server Administrator - not Oracle Database Administrator

Oracle Database Specialist

HQ is looking for someone to support their process of accrediting large number of software applications and systems. They have large number to tackle, plus new capabilities come online all the time. Specific tasks identified for role, and associated skill/knowledge requirements, are as follows:

  • Maintains (both in-house and outsourced) application software hosted on NAEW&C networks and stand-alone IT/CIS Systems (Data and Support Software). Includes logistics software that are used in support of Weapons Platform and are Mission Critical.
  • Applies lifecycle support for user account administration, fielded application software and data configuration management;
  • Applies quality assurance to fielded application software and support processes and related technical documentation;
  • Applies maintenance of IT/CIS Service plans and procedures for lifecycle and supporting functions for assigned applications software;
  • Implements of IT/CIS Service Requests for changes and maintenance to fielded applications;
  • Conducts integration tests to validate correctness of application software changes implemented, or to validate new versions of off-the-shelf products;
  • Arranges and coordinates SQ internally installation support for assigned application software on server and client platforms, including configuration management;
  • Supports conversion of legacy product application software into new IT/CIS Service environments;
  • Supports technical reviews of contractor produced application software and data packages;
  • Applying core data structures to COTS/NOTS and contractually delivered software applications;
  • Applies routine and contingency support for application software maintenance and support efforts at FOBs/FOL and at other deployed locations;
  • Applies Information Security protection to assigned IT/CIS Services (including software, on-line and archived data, workflows, etc.) iaw NATO and NAEW&C security directives, to include viable disaster recovery capability;
  • Provides technical advice and support on assigned application software to external partners and industry.
  • Supports product selection and acquisition, trial installations and walkthroughs, deployment, enabler training, testing and release for use, in-house and outsourced technical support and maintenance, and 2nd level user support of each assigned IT/CIS Services;
  • Participates in analysis of causes and incidents of IT/CIS Service failures (including IT System trouble-shooting) and effecting/conducting appropriate action to correct problems;
  • Maintains and operates efficient and effective technical library for assigned software applications;
  • Conducts data extraction requirements, to include implementing functional solutions.

Successful candidate will work on site at NAEW&C Force HQ in Geilenkirchen with guidance from Head of CIS Support Squadron or designated Section Chief

Overview:

Majority of systems developed by NAEW&C FORCE rely to some degree on presence of database system. NAEW&C FORCE requires additional manpower to help with development, testing and administration of databases. There is also occasional requirement for database expert to review database designs of capabilities being developed.

Activities to be performed:

  • Develops and maintains specialist knowledge of database concepts, object and data modelling techniques and design principles and detailed knowledge of database architectures, software and facilities.
  • Analyses data requirements to establish, modify or maintain object/data models.
  • Evaluates potential solutions, demonstrating, installing and commissioning selected products.
  • Uses database management system software and tools to investigate problems and collect performance statistics and create reports.
  • Carries out routine configuration/installation and reconfiguration of database and related products.
  • Design and implement RDBM and OODBM systems
  • Define data structures, logical and physical databases using CASE tools
  • Revise database design; implement stored procedures, triggers; apply normalization and other harmonization activities
  • Define advanced queries
  • Use built-in Data Access classes in Application Frameworks to create Database Interfaces and classes in applications to be able to access and manage databases
  • Evaluate and select commercial or academic databases for use
  • Prepare Data Dictionaries and other related database documentation

 

Deployment Requirements

The incumbent is not planned to forward deploy to NAEW&C FORCE Forward Operating or Logistics bases.

On Call Requirements

The incumbent is not required to provide on-call support

Requirements

  • REQUIRED SECURITY CLEARANCE: NATO SECRET
  • Knowledgeable of both relational and non-relational (NOSQL) database principles, design, implementation and/or administration
  • Knowledgeable of Object Oriented Database principles design, implementation and/or administration
  • Experience with writing queries and query optimization
  • High-level knowledge of other computing disciplines including software development, system integration and IT service provision
  • Understanding of polyglot consistence and map reduce technologies.
  • Expertise in Oracle Database Administration 11g and higher
  • Expertise in Oracle Weblogic Administration 11g and higher
  • Expertise in Oracle Forms and Reports Administration 11g and higher
  • Expertise in Oracle Enterprise Manager 13c and higher
  • Expertise in Oracle Backup and Recovery
  • Expertise in applying Oracle related security updates and Operating System security updates
  • Note: with respect to administration of Oracle Services - 85% will be on Microsoft Windows operating system and 15% on UNIX/Solaris operating systems
  • Desirable Specific Experience:
  • Advanced knowledge on Microsoft SQL server 2012 and higher
  • Advanced knowledge on backup and recovery of MS SQL server databases
  • Advanced knowledge on Microsoft Server operating system
  • Advanced knowledge on Microsoft Active Directory
  • Profound knowledge on scripting (Bash, MS command line, PL/SQL, Powershell)
  • Preference will be given to candidates with a demonstrated knowledge and experience of NAEW&C Force CIS Squadron organisation, procedures and IT Systems.
