We are looking for a Branch Commander to lead a multi-function Investigations team, quality assure, develop and deliver strategic and tactical intelligence to Agency operations, investigations and prevention initiatives. You will also be required to provide advice on legislation, policy, tactical options and evidential opportunities to assist the planning of investigations and operations.

Investigations Command is the core crime fighting capability of the NCA. We take an intelligence-led approach and concentrate on tackling the criminals and risks to the public which are beyond the capability or capacity of other law enforcement bodies.

The Investigations Command provides a flexible, shared operational capability, designed to maximise the impact of the UK's collective resources against serious and organised crime, and in specialist support of major crime. Our teams respond to a broad range of threats, many of which also remain a responsibility for police forces and other agencies as well as private industry.

Our teams also lead investigations across the Serious and Organised Crime landscape and provide a national service of specialist investigative skills and expertise to support major crime investigations conducted by police forces, such as abduction, serial sexual crime and no body murder.

Successful candidates will be able to demonstrate an in-depth knowledge and use of relevant legislation affecting agency activity. Candidates will also have proven experience of Investigations, operational planning, leading multiple projects or programmes and of leading and managing the deployment of operational teams at a senior level.

Responsibilities

The role of the Branch Commander will involve:

• Managing serious organised crime investigations to deliver successful criminal justice outcomes against organised crime groups
• Lead a multi-function team to quality assure, develop and deliver strategic and tactical intelligence to Agency operations, investigations and prevention initiatives.
• Oversee and quality assure the development and delivery of strategic and tactical intelligence to tasked operations, investigations and other Agency initiatives.
• Oversee and authorise operations and projects and ensure that all operational activity is prioritised and aligned with strategic objectives, nationally agreed standards, complies with statutory provisions and relevant control strategies.
• Provide advice on legislation, policy, tactical options and evidential opportunities to assist the planning of investigations and operations.
• Manage organisational change activity and effectively plan and communicate proposed changes with staff and stakeholders.
• Oversee the achievement of performance indicators and budgetary controls in support of business/operational planning.
• Act as designated authorising officer for appropriate legal authorities (as appropriate).
• As part of the Senior Management Team contribute to the strategic and operational development of the department deputising for the Head of Department as required.

NCCU Branch Commander Role:

· Strategic leadership of cyber investigations, using law enforcement powers to conduct criminal justice investigations into the most significant cybercrime threats to the UK;
· Strategic leadership of cyber critical incident management, leading and coordinating the cross-government response to the most serious cyber incidents impacting the UK;
· Oversight of NCCU proactive and reactive investigations, including the use of both traditional and non-traditional covert and overt tactics.
· Support the development of the UK’s strategy for fighting cybercrime, working with partners across Government (e.g. NCSC, Cabinet Office, Home Office) and law enforcement (TeamCyber UK) to design, determine and assure the response to the cyber threat.
· Pastoral care for a multi-disciplinary NCCU team operating out of the North West Hub (NWH), responsible for the management of operations against the most impactive cyber threats impacting the UK.

Qualifications

The following qualifications/skills are essential to the role and proof will be required at interview:

PIP 2 Manager or equivalent experience.

NCCU leads the UK’s fight against cybercrime and uses specialist capabilities and expertise to support law enforcement partners across the UK and coordinate the entire UK response to cybercrime.
Working on a national and international level we respond in fast time to rapidly changing threats. This is done using innovative approaches and ground breaking techniques to target cyber criminals causing the greatest threat. NCCU officers are looking to implement a step change in the UK’s overall capability to tackle cyber crime, supporting our partners both in industry and law enforcement to better protect against cyber crime.

The NCCU’s remit is wide with a variety of teams including:
• Investigations
• Intelligence
• Cyber Engineering
• Threat Response
• Specialist Capabilities – including Tactical Research & Development, Digital Forensics, PROTECT, PREVENT and Infrastructure Investigations.

We work collaboratively with partners to understand the growing use of cyber as an enabler of serious
crime types. This enables the NCCU to determine the most effective way of tackling the growing threat.

 

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is security check.

People working with government assets must complete basic personnel security standard checks.
