The Service Strategy & Development team sits within DDaT and leads on the delivery of the Agency's technology needs. We work with other parts of the business to shape NCA strategy and ensure that technology and data considerations are at the heart of our collective plans. We work alongside the operational business to ensure that what we deliver, through new projects or BAU, dovetails into the capabilities they are responsible for, helping them navigate the world of technology so that their requirements and strategic objectives can be understood and delivered against.

Job description

One of our remits is to deliver all programmes and projects owned by DDaT in accordance with all applicable processes and governance. We provide IT Sustainment and core infrastructure and applications refreshes, and support minor works and the technical side of Estates moves and changes. We also exploit and sustain existing NCA’s Technology and Information services through the delivery of additional or modified capabilities or services, working alongside partners to develop new technologies and capabilities for wider UK law enforcement.

Responsibilities

Based from one of one our hubs in London, Bristol, Birmingham, Wakefield, Leicester or Warrington you will be working with internal and external senior stakeholders, business leads and colleagues in DDaT and other enabling functions to:

• Oversee the development of Business Cases with input from project managers, business leads and other specialists.
• Day to day management of project managers and project support officers.
• Identifying, developing and maintaining strong relationships with key internal and external stakeholders, building effective and collaborative partnerships.
• Provide direction and guidance to the programme/project delivery team and, more broadly, support the professional development of the department as a key enabler.
• Identify resources required to ensure the right capacity and capability for successful programme delivery.
• Develop and ‘own’ the end to end programme plan, from design, through delivery to change work across people, processes, information, technology and facilities. Manage planning, scheduling, commissioning, projects and work packages, estimating and where appropriate public procurement
• Manage programmes to time, cost and quality parameters, including agreed tolerances. Manage changes to these and programme/project scope through agreed change control and governance.
• In conjunction with the Portfolio Office and the Programme Management Office, establish accurate and prompt reporting to service a complex and diverse set of internal and external governance arrangements.
• Manage risks and issues, including those that are strategic and politically sensitive (in line with the previous section) ensuring regular and accurate reporting and recommendations for mitigation/escalation as appropriate.
• Work with business leads and managers to identify, track and deliver benefits and set these out in the business case.
• Ensure the programme and its projects comply with corporate standards and governance processes including delivery and technical design assurance gates.
• Ensure the programme’s stated deliverables can be met to support delivery of the required outcomes, prioritising and directing the projects effectively.
• Map programme dependencies and identify owners, building dependency management into the programme’s governance cycle.
• Work co-operatively with staff and colleagues to promote high performance and adherence to corporate values. To manage issues relating to the performance and conduct of officers (as necessary)

Technical skills

We'll assess you against these technical skills during the selection process:

  • Strong experience of developing business cases to HMT Green Book/fine case model standard.
  • Strong understanding and experience of public sector procurement processes, financial management and reporting.
  • Strong experience of managing complex technology-enabled change programmes in a tightly governed, fast moving environment, preferably in a law enforcement or intelligence environment.
