Job Details

Applications are invited from Investigators for an Offender Manager role in Public Protection Unit (PPU) Herts HQ.

Managing Sex Offenders carries risk, challenges and rewards. You will need to be resilient and organised.

In PPU, we manage all Registered Sex Offenders (RSO's) within the County as part of the Safeguarding Command. We are split into three operational teams each consisting of a Sergeant, DC's and Investigators.

All are trained in Management of Sexual and Violent Offenders (MOSOVO) (training provided). We also have Visor Support and a Polygraph Team. We safeguard others from sexual and violent offenders by formulating and utilising detailed and comprehensive risk management plans.

We pursue difficult investigations against dangerous individuals. We work with internal teams such as intelligence, surveillance units, SNT's and partners such as Probation and Children's Services.

The Offender Manager role involves home visits of RSO's, gathering and actioning intelligence, being a point of contact for colleagues across the county, interrogating police systems, managing disclosure including applications under the Child Sex Offender Disclosure Scheme.

You will investigate notification breaches, ensuring offenders are not repeat breach offenders and ensure they take personal responsibility to manage their notification requirements. You will ensure local community briefings are updated and work with local officers in your areas.

You will support polygraph referrals and tests and the management / use of Buddi tags.

You will carry out suspect interviews both in and out of custody and be case file competent. All applicants should ideally have experience in dealing with complex investigations.

You will assist supervisors in Multi Agency Public Protection Agency (MAPPA) meetings.

You will be expected to work independently, in pairs and as part of the whole team. You must be able to drive and be up to date with your PPE.

You will establish and maintain positive relationships with partners and colleagues to make best use of resources and maximum safeguarding.

You will work with legal services and the courts to progress civil orders such as Sexual Harm Prevention Orders. You will keep up to date with policy and protocols and support the wider Constabulary when they need advice on orders or sex offenders.

Applicants will be expected to complete a MOSOVO course and have some competence or interest in device and software interrogation. Specialised knowledge and an interest in technology would be an advantage.

The working hours are days and lates covering 7 days a week. Whilst there is opportunity for some agile working this role involves home visits most shifts. The use of ViSOR (Sex Offender Register) is an essential part of each tour of duty and this can only be accessed at HQ and one other terminal.

You will need to undertake a psychology test prior to commencing role via OHU. This is then revisited every 6 months due to the challenging nature of the role.

For an informal discussion please contact DS Rachel BROWN, DS James WILLIAMS and DS Sarah HERN.

All internal applicants must have successfully completed their probationary period in order to apply for this role.

Internal applicants within Hertfordshire Constabulary, should upload either a CV or a completed 'Staff internal role summary' form, which can be found in the vacancy documents below. Please note you will be required to provide a statement no more than 500 words against the minimum entry requirements a stipulated in the role profile.
