Hertfordshire Constabulary are looking to recruit a Force Management Statement (FMS) Manager who will develop, manage and deliver the Constabulary's Force Management Statement, which informs strategic and tactical direction, long term planning, builds coherent strategies and improves Force service delivery.

The FMS is a core function of the newly established Strategic Hub, designed to enhance our approach to understanding, planning and managing organisational & operational demands. It will provide a dedicated thinking and learning capability to successfully influence the organisation in shaping a culture of personal responsibility & empowerment and delivering real change to the future of policing in Hertfordshire.

Working within the Hub, the FMS Manager will report to the Strategic Co-ordinator and have line management responsibility for Business Development Analysts. It is envisaged that 80% of this role will focus on interpreting and actioning the FMS and 20% assisting to deliver the remaining remit of the Hub.

Key responsibilities of the role include:

• Manage and develop the annual Force Management Statement (FMS).
• Liaise with business leads to ensure sufficient stakeholder engagement.
• Co-ordinate an action plan to deliver the tasks resulting from the FMS to develop the organisation.
• Ensure an appropriate response to enquiries for analytical data in relation to the FMS, ensuring appropriate advice on quality and interpretation of data as required.
• Ensure adequate provision of data and management information for the FMS using high-quality analytical products.
• Line Management of the Business Development Analysts ensuring effective delegation and support to achieve targets and customer service delivery across the force.

The postholder will require the ability to understand strategic direction, research and analysis, threats and risks and how to manage these from an organisational perspective in order to deliver an overarching vision.

This will include demonstrating a sound working knowledge of, or experience in;

• research methodologies and applying statistical and research analysis skills,
• using a wide range of computer systems, databases and spread sheet packages,
• developing, implementing and managing a range of performance management frameworks,
• preparation of strategic position papers to senior managers,
• and staff supervision.

The post holder will support the Strategic Coordinator to create and deliver presentations to Executive Chief Officers and Senior Managers, requiring excellent negotiating and influencing skills. Project management capabilities which include; maintaining and managing information, strategic analysis, development of policies, procedures & processes, would be an advantage.
