About the role


Purpose of role: Responsible for the leadership and development of the delivery teams to deliver the PEQF programmes. Ensuring timely progression of all students while maintaining financial and performance targets.

Key outputs / deliverables:

  • An outstanding learning experience to officers on the programmes
  • Programmes delivered in line with Babcock and HEI quality standards
  • Ensure provision delivery meets a minimum of a grade 2 Ofsted grade (measured through internal inspection)
  • Students' progress in line with agreed outputs and set KPIs
  • Timely and overall completion targets met
  • Minimise out of funded students (i.e. those past their completion date)
  • Student records are kept up to date
  • Lesson plans and learning collateral are developed in line with agreed targets
  • Ensure safeguarding of all students

Major tasks and activities:

  • To effectively manage resources and risk to ensure delivery of an excellent student experience in accordance with the programme requirements Ensure students' progress timely through their programme
  • Identify, mitigate and reduce operational delivery and resourcing risks
  • Utilise contract reporting to identify and correct sub-standard delivery
  • To develop a highly motivated team who proactively support students with learning and transfer of knowledge, skills and behaviours to the workplace, that enables them to integrate theory with practice through reflection
  • Support the curriculum team in the development of lessons plans and learning content
  • Share best practice and engage in standardisation activities to enhance and develop the programme and ensure a consistent learning experience across the team
  • Ensure the contract complies with all internal procedures and quality measures and ensure compliance with external inspection and auditing bodies i.e. OfS /


Additional key accountabilities:

  • Foster a close link with the customer and HEI partners, highlighting additional opportunities that benefit both the customer, Babcock and its HEI partners.
  • Highlight improvement ideas to the curriculum team to ensure the programme reflects current operational policing requirements
  • To contribute to the London Policing Institute Research Network (with our partner HEIs)
  • Promote the sharing of ideas across the contract to support objectives in becoming an "outstanding" provider
  • Plan recruitment and development (CPD) of all staff within areas of responsibility to maintain a professional team of industry specialists to meet current and planned delivery requirements
  • Ensure Babcock and MPS Security, Health and Safety, Environmental, Information Assurance, Equality, Diversity & Inclusion and Welfare & Safeguarding policies and procedures are followed at all times within all areas of responsibility

What do I need to do the role?

Key technical skills / competencies:

  • Managing the delivery of the programme in line with the agreed curriculum and government funding rules
  • Experience of delivering a consistent student experience
  • Experience of developing interactive, engaging teaching and assessment collateral
  • Experience of managing relationships to drive project outcomes
  • Has extensive experience of managing staff to maximise productivity, implement change and deal with conflict
  • Strong KPI and performance focus in delivery
  • IT literate and able to use a variety of software (including MS Word, Excel PowerPoint and Outlook)
  • Excellent literacy, numeracy and communication skills

Key behavioural competencies:

  • Ability and desire to be flexible around delivery in order to accommodate operational policing demands
  • Demonstrate a high level of organisational skills and self-motivation
  • Strong interpersonal skills with excellent written and verbal communication abilities
  • Results focused with the ability to work under pressure
  • Through a coaching style of leadership create a culture of high performance and people management and actively manage poor performance

Company / industry knowledge:

  • Comprehensive understanding of policing and the evidence base current context, challenges and issues, gained either through previous operational or academic experience
  • An understanding of the Police Educational Qualifications Framework, Authorised Professional Practice and / or Policing Professional Framework
  • Experience of supporting and driving the progression of students delivering apprenticeships or other work-based learning (desirable)
  • Previous experience of teaching excellence in either HE / FE or workplace setting (desirable)

Qualifications:

  • Significant operational experience in policing (ideally within the MPS)
  • Level 7 Fellowship of the Higher Education Academy (or willing to achieve this during probation period)
  • Educated to degree level or equivalent (desirable)
  • Level 2 qualification (or higher) in maths and English
